The Procurement Manager will be responsible for the overall procurement, special projects, and Team Lead activities in support of a large technical government contract in accordance with contract requirements and company policies, procedures, and guidelines.
Position Requirements:
Bachelor’s Degree and 9 or more years of relevant experience.
Provide expertise in the end-to-end govt procurement processes, procedures, and systems.
Create and implement a local procurement strategy based upon business needs, performance, and strategic objectives.
Work closely with technical leads to ensure material requests are accurate and timely.
Foster strong business relationships with vendors/suppliers
Analyze, review and finalize sourcing decisions based on process outcomes
Developing relationships with other functional areas as well as government personnel.
Responsible for tracking the procurement lifecycle from start to finish as well as maintain software license tracking.
Manage licensed software and HW/SW support renewals for program, including manage and maintain a licensed software repository, deliver software licenses to component teams, and provide budgetary estimates and renewal planning for all support and term license renewals
Excellent all-round communication skills - to be able to present to partners and clients, prepare written reports to a range of audiences and develop partner communications
DoD procurement experience and knowledge of Federal Acquisition Regulations (FAR/DFARS)
Ability to operate in a complex, rapidly changing environment whilst adhering to tight timescales and budgets
Preferred Qualifications:
Experience Scrum, Agile, and other software development methodologies
Working knowledge of DoD policies, regulations, procedures, and processes
Knowledge of DoD cyber operations
Previous military service a plus
Security Clearance Requirement:
Active/current TopSecret clearance with SCI Eligibility is requiredPhysical Requirements:
Must be able to remain in a stationary position 50%.
The person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc.
Constantly operates a computer and other office productivity machinery, such as a calculator, copy machine and computer printer.
The person in this position frequently communicates with co-workers, management, and customers. Must be able to exchange accurate information in these situations.
