We are seeking a Procurement Contract Compliance Specialist to join our team in either Redmond, WA; West Palm Beach, FL; Canoga Park, CA (Space headquarters) or our Huntsville, AL (Defense headquarters). Other Aerojet Rocketdyne locations will be considered as well.
Essential Functions:
80% - Support various Procurement Compliance tasks. Review and approve procurement transactions prior to and after award (e.g., agreements, purchase orders, changes, etc.) to assess compliance to government requirements, laws, regulations and company policy; prepare customer flowdown documents to communicate terms and conditions to suppliers; working with Legal counsel, support buyer negotiations of terms and conditions and create custom contract clauses and language as required and store all in company Oracle ERP system for buyer use. Support review of prepayments, undefinitized contract actions (UCAs) and Other Transaction Agreements (OTAs) and maintain appropriate records of actions and metrics. Support internal and external audit of the purchasing system including audits by Defense Contract Management Agency (DCMA), including the Contractor Purchasing System Review (CPSR) and related small business program audits. Also support frequent audits of procurement transactions by the Defense Contract Audit Agency (DCAA) for incurred cost audits, proposal audits, Mandatory Audit Action Requirements (MAAR) 13-Purchasing and Consumption audit, as well as periodic audits of company financial systems that involve procurement transaction files (e.g., estimating system, accounting system, earned value management system, material management accounting system and property system).
10% - Maintain document integrity and traceability by establishing and maintaining well-organized electronic filing systems and documentation.
10% - Supporting special projects related to continuous improvement within the Supply Chain organization through data collection and analysis using the Aerojet Rocketdyne Business Operating System (ARBOS). Assist in development of new processes, policies and procedures, maintaining existing policies and procedures, training buyers and other supply chain personnel in government contracting requirements. Examples include enacting processes for suppliers to comply with government cybersecurity requirements affecting suppliers, conflict minerals, COVID-19 vaccination requirements and other regulatory changes as they occur from time to time.
Requires a Bachelor’s degree in Finance, Economics, Business Administration, Mathematics or related field and at least ten (10) years of applicable experience, or an equivalent combination of education and experience.
Additional Requirements:
Strong knowledge of government contract and procurement principles contained in Federal Acquisition Regulation (FAR), Department of Defense FAR Supplement (DFARS), NASA FAR Supplement (NFS) and the ability to research regulatory requirements of customer contracts and coordinate as appropriate with company Legal and Contracts staff.
Good analytical skills and comfortable using Microsoft Excel for developing analysis tools, tabulating and charting data with complex data sets.
Ability to create and modify documents using Microsoft Word and PowerPoint.
Familiarity with Microsoft SharePoint document libraries
Capable of working in a team environment.
Strong communication and interpersonal abilities to work with internal personnel in various disciplines and at all levels in the organization, including ability to support negotiations with supplier personnel and their executives.
While working in a highly regulated environment must have a strong personal commitment to ethics and integrity in all tasks including internal/external compliance and audit actions
Self-motivated individual with strong organizational skills and attention to detail.
Must be able to see beyond the regulations. Understand the customer needs and why, recommend or present solutions as required.
The ideal candidate would have one or more additional proficiencies in:
ERP Systems in a manufacturing environment such as Oracle eBusiness Suite (EBS) purchasing modules, including terms and conditions and supplier information. Must have experience in firms that supported government contracts/subcontracts
