This position is part of the Customer Services, Government Publishing Office in Washington, District of Columbia. Responsibilities Serving as an authority when making contractual decisions and procurement policies/procedures and/or recommendations. Enforcing all GPO rules, regulations, policies and procedures to the extent that they apply to the operation of the office. Maintaining a comprehensive personnel management program which embraces employee relations, recruitment, placement, training. Managing and overseeing professional printing and publishing work and related contracting tasks for the executive, judicial, and legislative branches of the Federal government. Developing policies and protocols for conducting the work of the team or multiple teams. Requirements Conditions of Employment Qualifications To qualify for the Printing Officer, PG-1654-14 applicants must meet the following requirements: Individual Occupational Requirements: Education: Undergraduate and Graduate Education: Major study -- journalism, business administration, English composition, commerce, accounting, printing or printing engineering, graphic or commercial art, industrial engineering, or economics. OR Specialized Experience PG-1654-14: Applicants must possess one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the PG-1654-13 grade level in the Federal Service. Examples of qualifying specialized experience include: Determining specifications for the printing of manuscript, i.e., selection of typography, layout, composition, format, paper stock, and other printer's instructions. Negotiating or administering contracts for procurement of manuscript and illustrations, printing, binding and allied services, or printing stocks (paper, inks, etc.). Managing a printing plant that produces printing either for the government or private industry customers. Performing production control work in a large printing plant. Serving as a sales representative for a wide variety of printing equipment. Analyzing the price and cost of preparation and production of printing. Planning, estimating, and scheduling printing on a full-time basis for a variety of publications. Performing substantive administrative support or policy functions directly related to publishing and printing program management or operations. In addition to the above, you must have experience with: Implementing unique customer contracted requirements to meet mission and business strategies for the agency. Providing leadership and guidance on contractual decisions and procurement policies/procedures. Collaborating with internal and external stakeholders. Makes presentations and conducts briefings at meetings, conferences, and events.) Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement (02/05/2024) to be considered. Education Substitution of education in lieu of specialized experience may be used or this grade level. Are you using your education to qualify? Unless otherwise stated: (1) official or unofficial transcripts which cites the name of the institution are acceptable, or (2) you may submit a list with all of your courses, grades and GPA, semester, year, and credit for the course. Official transcripts will be required from all selectees prior to receiving an official offer. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. In addition, Section 2302(b)(7) of Title 5, U.S. Code, makes it a "prohibited personnel practice" for a person in authority to "appoint, employ, promote, advance, or advocate for the appointment, employment, promotion, or advancement of a relative." Background Investigation: For any type of Public Trust the language should be as follows, highlighted would be changed based on high or moderate: "To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a Moderate Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a Moderate Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation." Travel Occasional travel will be a requirement of customer reaffirm. This position is part of the Customer Services, Government Publishing Office - supporting regionally geographic teams in Atlanta. The following pay ranges will be based off of the locality area. Depending on where you live your salary will be based off of your home location and may not reflect the above pay range. The selectee will work shift 1.
