  Summary This position is located in the Department of Housing and Urban Development, Assistant Secretary for Public and Indian Housing. Please refer to that announcement for details on open period, eligibility, and how to apply. Responsibilities The following are the duties of this position at the GS-13. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position. As a Portfolio Management Specialist, you will: -Serve as an asset manager for complex property portfolios for agency-owned and/or leased assets for a region, acting as a liaison, advisor, and representative on sensitive and complex issues, and providing expert advisory assistance developing solutions to complex Property Management problems. Skillfully negotiate with Public Housing Authorities (PHAs) in agreements and arrangements for recovery and sustainability in maintaining viability of troubled properties. -Review and analyze current and historic financial data; compare previous annual statements with recent financial information; analyze current operation expenses and project financial data to form the basis for decisions on needed management improvements and ultimately, development viability. -Review and evaluate legal documents, in coordination with the Office of General Counsel (OGC) as necessary, to determine and ensure compliance with Departmental and other federal, state, and local regulations, requirements, statutes, and policies. -Ensure that physical inspections (Housing Quality Standards and Uniform Physical Conditions Standards) are conducted as required for the purpose of evaluating physical conditions, maintenance, and security; approve plans of action and monitor progress until completion; identify areas of PHA program administration and management operations that require either on-site reviews or remote reviews to ensure compliance with applicable laws and regulations. Based on information and data gathered from reviews, inspections and analysis, develop solutions to facilitate and maintain the stock of affordable housing in decent, safe, sanitary and drug-free conditions. Additionally, these efforts will be designed to prevent future program or operational problems, as determined by the Quarterly Risk Assessment as well as to assist the PHA to identify measures to promote efficiency and program effectiveness. Requirements Conditions of Employment Candidates will be selected for a job assigned to one of the official duty stations listed in this announcement. Failure to report to duty at the location for which the candidate is selected may be grounds for a disciplinary action, including removal. Key Requirements: Must be U.S. Citizen or U.S. National. A one year probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. Specialized Experience: For the GS-13 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized Experience for this position includes: Oversight and Management of a Program Portfolio.; AND Managing and working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND Analyzing data of programs and operations and making recommendations to improve efficiency and effectiveness. Specialized Experience: For the GS-12 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service. Specialized Experience for this position includes: Managing a Program Portfolio.; AND Working with Low Rent Public Housing or Housing Choice Voucher Programs.; AND Identifying and analyzing situations and making recommendations to resolve problems or improve processes.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. Specialized Experience: For the GS-11 grade level, you must have one year (52 full weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-09 grade level in the Federal service. Specialized Experience for this position includes: Assisting in managing a Program Portfolio.; AND Reviewing and analyzing policies and procedures and making recommendations for improvements.; AND Communicating specific mission goals, needs, or problems with internal and external stakeholders. OR Education: You may substitute education for general or specialized experience as follows: Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree OR LL.M., if related OR Combination: You may qualify on a combination of education and experience. To combine education and experience, the total percentage of experience at the required grade level compared to the requirement, as well as the percentage of completed education compared to the requirement must equal at least 100 percent. A combination of education and experience. Only graduate level education in excess of 36 semester hours (54 quarter hours), may be used to combine education and experience. Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Time-in-Grade: In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13 you must have been at the GS-12 level for 52 weeks. For the GS-12 you must have been at the GS-11 level for 52 weeks. For the GS-11 you must have been at the GS-09 level for 52 weeks. Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment. Education The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions.
