Responsibilities As a Policy Analyst, you will perform the following duties: Provides unique analyses and recommendations of pending legislation, and potential impacts on programs and plans within the National Weather Service (NWS). Supports recommendations made, by the NWS Director, impacting programmatic, policy, staffing levels, and funding decisions to ensure the NWS effectively realizes its mission of protection of life and property. Recommends methods to communicate complex, programmatic and budgetary information to Congress to reflect National Weather Service (NWS) policy as decided by the Director. Supporting the Director of the Congressional Affairs Division and the NWS Chief of Staff, the incumbent attends meetings where labor-management matters are discussed, and in the course of preparing communications and outreach materials, has access to materials related to labor-management relations, such as bargaining proposals. The incumbent of this position is responsible for supporting an integrated approach to NWS' outreach and congressional interaction. Provides guidance and advice to the Congressional Affairs Director (CAD) on strategic interactions with Congress, and leads the preparation of briefing materials, talking points, and memos for headquarters and field; provides on-site support during meetings or briefings on Capitol Hill.
