The ideal candidate for the Police Captain’s position will be able to lead a major operational or administrative division for a modern, progressive police department, instilling trust in the services with the community, developing and implementing plans to achieve the mission and vision of the department, and inspiring employees to perform with excellence. As a member of the police department’s management team, the captain will be part of a collaborative team working with the chief to provide leadership and management of department-wide issues and supporting the goals and directions for the department from the city manager and the city’s elected leadership.
The final candidate will be placed in the Patrol, Investigations, or Operations Support division.
Salary Range: $77.42 - $87.49 Hourly / $161,033.60 - $181,979.20 Annually

Non-Represented Retirement Program: Upon eligibility, the City will contribute an employee contribution of 6%, as well as the employer contribution, to a retirement program administered by the Oregon Public Employees’ Retirement System (PERS). In addition, the City will pay a 3% contribution to a deferred compensation program if the employee contributes at least 1%.
From January 1, 2020, through December 31, 2034, most retirees may work for a PERS-participating employer for an unlimited number of hours while continuing to receive their pension benefit based on HB 2296. Examples of Duties Performed - Duties may include but are not limited to the following
Responsible for activities of a Police division; plans, assigns, reviews, and supervises the work of subordinates; coordinates with other divisions, departments, and law enforcement agencies.
Participates in the development and implementation of the department long-range strategic plan which includes community policing and other department initiatives.
Develops, plans and implements division goals and objectives; recommend and administer policies and procedures.
Within their assigned division, develops and implements annual work plans; assigns work activities, projects, and programs; monitors work flow and efficiency of services; reviews and evaluates work products, methods, and procedures., establishes appropriate service standards for all members of the community; establishes staffing levels; and, allocates resources accordingly.
Interprets and explains orders, policies, practices and procedures and other operational information to subordinate personnel.
Administers the provisions of labor contracts and may be assigned to management bargaining teams.
Participates in internal investigative reviews.
Prepares and administers division budget; and may be responsible for departmental budget preparation.
Assumes command of large-scale and/or critical emergency situations such as natural disasters, public demonstrations, strikes, riots, traffic problems and other unusual occurrences. Coordinates with other law enforcement or emergency agencies as appropriate.
Addresses diverse socio-economic groups about police and community concerns.
Develops and introduces new ordinances to City Council.
Prepares or negotiates and administers contracts and grants.
Oversees the investigation of major cases.
Oversees the management of fleet and major equipment; supervises the procurement of major equipment.
Responsible for the selection, supervision and evaluation of assigned staff; assigns work and ensures appropriate training is provided; investigates complaints; recommends grievance responses; exercises full supervision over employees.
Ensures departmental implementation of and adherence to the City's Affirmative Action and Diversity Work Plans. Coordinates the implementation of effective processes and models to produce division wide diversity initiatives. Facilitates staff development on such issues as diversity and creating a respectful working environment.
Participates in the development and planning of recruitment and promotional processes and training and staff development programs.
Develops, implements, and evaluates programs and special operations.
Represents the department at City, inter-agency, or statewide meetings.
Assumes responsibility for the administration and supervision of the department in the absence of the Chief of Police.
Performs related work as required.

Qualifications
Minimum Qualifications:
Education:
A Bachelor's degree from an accredited college or university in criminal justice, business, public administration, or a closely related field
Experience:
Eight (8) years of police experience, including two (2) years of managerial experience. Recent Police Lieutenant experience is strongly preferred.

Plan, assign, and review the work of a large number of subordinates and subordinate units engaged in diversified and related duties.
Command large-scale operations of personnel and equipment under emergency conditions, involving danger to life and property.
Work well with subordinates, representatives of other agencies, and a diverse general public.
Communicate well, both verbally and in writing including communicating with a variety of cross-cultural audiences clearly, concisely and effectively.
Required Certifications / Licenses:
Oregon Driver’s License (ODL): Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard. Oregon law requires that an out-of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
Possession of a Basic Certificate issued by the Oregon Department of Public Safety Standards and Training (DPSST), or the ability to obtain within 12 months of appointment. A DPSST issued supervisory certification is preferred.
Additional Requirements:
Finalists will be subject to a full background investigation including a review of performance, personnel files, and Internal Affairs history as well as comprehensive references. Recent sustained allegations of misconduct could be grounds for disqualification.

What to Expect from our Selection Process: Applicants are screened based upon their relevant knowledge, abilities, skills, experience, and training. The selection process varies according to the position and can include such things as screening of supplemental questionnaires, written or skill tests, ability or fitness tests, interviews, and assessment processes. Bilingual Pay Benefit: This benefit compensates non-represented employees up to 5% of their base salary. To qualify for bilingual pay, the employee must demonstrate fluency in an eligible language and pass a language proficiency test that is administrated by the City’s Employee Resource Center division.
