  Job Summary

  Under administrative direction, is responsible for performing administrative and supervisory work requiring extensive knowledge and ability in the field of Urban Planning. Assists with the administration of planning studies and programs, and transformational projects. Work involves responsibility for maintaining existing programs and developing new, innovative planning programs in support of the general plan for the comprehensive development of the City. Responsible for the formulation, coordination, and research of specialized planning activities to include comprehensive planning, accessibility planning, transportation, land use, zoning, neighborhood and urban design, current planning or data management. Working conditions are primarily in an office environment. Exercises direct supervision over assigned staff.

  This position is an "unclassified" position and has no disciplinary appeal rights to the Municipal Civil Service Commission. This position is likewise subject to at-will employment status and can be terminated at any time for any reason.

  Essential Job Functions

  Develops planning programs for division.

  Oversees the planning, preparation, and submission of division reports including the budget.

  Arranges for public hearings.

  Assists in preparation of reports, comprehensive plans, and recommendations to the Planning Commission, Zoning Commission, City Council and similar officials on planning matters.

  Supervises, trains and evaluates assigned staff members.

  Prepares written reports and presentations.

  May act for the Assistant Director in their absence.

  May monitor citywide ADA compliance.

  May administer contracts from granting agencies.

  May oversee the production of studies under agency contracts.

  May develop grant proposals.

  Performs related duties and fulfills responsibilities as required.

  Job Requirements

  Bachelor's Degree from an accredited college or university.

  Five (5) years of increasingly responsible urban planning experience to include two (2) years supervisory or management experience.

  Preferred Qualifications

  Master's Degree in Architecture, Historic Preservation, Public Administration, or related fields.

  Five (5) years of experience in historic preservation, cultural resource management, public administration, or project management.

  Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.

  Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. If required for the position, a physical, motor vehicle record evaluation, and additional background checks may be conducted.

  Knowledge, Skills, and Abilities

  Knowledge of the techniques and practices of community and comprehensive planning.

  Knowledge of engineering and architectural principles, techniques and practices as applied to community planning.

  Skill in utilizing a personal computer and associated software programs.

  Supervisory and management skills.

  Ability to operate a computer keyboard and other basic office equipment.

  Ability to analyze technical and statistical data.

  Ability to develop and maintain good working relationships with employees, management and property owners.

  Ability to work with the public and interested citizens' groups in the establishment of meaningful goals and objectives best suited for the City's growth.

  Ability to coordinate division activities with other municipal departments.

  Ability to communicate clearly and effectively.
