Description
Under the supervision of the HIV/STI Prevention Manager, the Public Health Project Coordinator - Planning Council is responsible for the coordination of the Southeastern Michigan HIV/AIDS Council (SEMHAC), and reports to the Detroit Health Department HIV/STI Program Manager for daily needs. This individual ensures that Council achieves its strategic objectives and key results in alignment with its mission: to strengthen a coordinated regional response to the HIV/AIDS epidemic in Southeastern Michigan by involving individuals infected and affected by HIV and community leaders in the public and private sectors.
Examples of Duties
Project Management
Implement and improve projects and activities specific to SEMHAC.
Ensure the day-to-day management of SEMHAC operations.
Supervise and provide training for SEMHAC support staff, including the Planning Council Associate.
Develop and implement appropriate policies and procedures for SEMHAC and support staff.
Conduct the assessment of the administrative agency and develops the annual report.
Team Development and Supervision
Cultivate a team culture that is dedicated to achieving excellence in order to advance Planning Council goals.
Propose and participate in ongoing professional education and team development.
Project Development
Aid in the establishment of new projects within the strategic framework of SEMHAC and Ryan White Part A.Fiscal Management
Assist in monitoring administration of grant funds.
Develop, oversee, and monitor the SEMHAC budget, serving as the primary contact with the recipient’s office.
Report to the HRSA Project Officer.
In conjunction with the appropriate Planning Council leadership, develop scope of work for consultants and other special projects, as required.
Coordinate and facilitate the annual priority setting and resource allocation (PRSA) process consistent with legislative requirements and resulting in recommendations for expenditure of Ryan White Part A funds to meet service needs in the DEMA.
Quality Improvement
Promote efficient operations and excellence in achievement of project objectives and key results.
Plan and implement efforts to increase member capacity to effectively engage in SEMHAC activities.
Work with senior leadership and peers to advance positive organizational culture development.
Participate in training, material development, and research for standing committee projects.
Provide training (e.g. New Member Orientation, PSRA, etc.) and technical assistance to members.
Communications and Stakeholder Engagement
Maintain effective working relationships with program funders, partners, and evaluators.
Represent SEMHAC in meetings and initiatives with external stakeholders.
Identify public, private, and community stakeholder engagement opportunities, as necessary to advance Planning Council goals.
Other
Participation in Public Health Emergency Preparedness activities in real or simulated emergencies.
Intern supervision as needed.

Minimum Qualifications
Bachelor’s Degree or Master’s Degree in Public Health, Business Administration, Health Science Administration or related field of study.
Three (3) years of experience in community engagement, community organizing, and project management with progressive leadership experience in public health, government, or nonprofit sectors. Or;
Six (6) or more years of directly related and progressively responsible experience leading health projects or programs, writing reports, and managing budgets and volunteer activities.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.
Knowledge, Skills, and Abilities
Knowledge of HIV/STI prevention and care services network in Southeast Michigan or other areas.
Knowledge of principles of supporting a Planning Council.
Knowledge of Microsoft Office Suite
Skill in Microsoft Office Suite (Excel, PowerPoint, Word, and Outlook) and other commonly used software.
Skill in interpersonal and organizational written and verbal communication.
Skill in social media marketing and branding.
Ability to interact effectively with state and city personnel, health care professionals and the general public.
Ability to engage actively in discussion, take initiative and remain intellectually agile.
Ability to provide high-level administrative coordination with a planning council and/or coalition.
Ability to perform mathematical calculations and proofread written documents for accuracy.
Ability to work well with people living with HIV.

Must be presently authorized to work in the United States as a full time employee.

Certification in Incident Command Structure Crisis Management.

City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
