Responsibilities Serve as a Planning and Environmental Specialist located in Alaska State Office and is responsible for reviewing resource management planning activities in the field. Ensure that Resource Management Plans (RMP), Environmental Impact Statements (EIS), and Environmental Assessments (EA) documentation meets prescribed quality standards and is in compliance with environmental laws, regulations, and policy. Provide interpretation, guidance, program leadership and training for the development of major planning efforts and their associated National Environmental Policy Act (NEPA) documents for District/Field/State Offices. Serve as the planning and NEPA technical liaison between bureau offices and other Federal, State, local government and private entities. Provide responses to lawsuits, protests, and appeals. Prepare and monitor the planning and NEPA budget for subordinate offices and ensures document projects are completed within the prescribed cost target. Requirements Conditions of Employment Qualifications In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade. Specialized Experience for the GS-12 Planning and Environmental Specialist: 1 year of specialized experience equivalent to at least the GS-11 level in Planning and Environmental work related to Natural Resource Programs. Examples: experience with land use and multiple use resource management planning; being a lead or member of an interdisciplinary team working on planning and environmental analysis processes, principles, and practices; reviewing planning and NEPA documents to ensure they read smoothly and correctly; review of environmental documents to insure compliance with applicable laws and regulations; work with public land resource values, issues, or controversies; assisting in developing public land-related planning strategies and procedures; budget and programming along with planning, professional writing, and policy development; and experience with program technical guidance along with monitoring and performing program audits. NOTE: There is no substitution of education at this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. You must meet all qualification requirements by the closing date of the announcement. Work Environment: The work is performed primarily in an office setting. Occasionally there may be outdoor exposure with some discomfort in extremes of temperature or inclement weather.
