Position Overview
Work Unit Overview: The Planning Department is responsible for long-range planning; administering subdivision regulations; administering floodplain regulations; assigning addresses; technical land planning assistance; administering the Airport Affected Areas, Big Hole Conservation Development Standards, and Tall Towers ordinances; and land use and development services in Madison County. The department supports the County Commission and Planning Board through administrative, research, policy development, and oversight activities. The Department is staff for the Planning Board, which advises the County Commissioners and the Towns of Ennis, Sheridan and Twin Bridges.
Job Summary: The Planner III performs a senior level professional planning support to the Madison County Planning Board and Madison County Commissioner on comprehensive planning and development matters, in accordance with state law, the Madison County Growth Policy and local land use regulations. The varied work is performed under general supervision, performs complex planning and land use work activities for the Department. Work responsibilities extend to providing work direction to other planning staff.
Job Responsibilities
• Works with the general public to provide technical assistance regarding planning and zoning activities. • Researches cases and prepares staff reports. • Administers complex planning studies and development applications; reviews applicant proposals; reviews and processes land development regulation amendments, site plans and plats. • May conduct long-range planning assignments; performs special projects originating from the County Commission. • Provides work direction planning staff. • Provides customer assistance; responds to phone and e-mail contacts; prepares staff report packets, if applicable; provides planning assistance to member communities regarding various land use projects. • Processes developer and citizen requests through the approval process. • Performs field inspections to gather data as part of the development review process; verifies that development projects comply with approved plans. • Schedules and conducts meetings with advisory boards, Planning Board, County Commissioners and elected officials. • Presents reports and other findings to staff, boards and the County Commission serves as a liaison. • Attends community meetings after hours. • Performs special projects as assigned. • Supports the relationship between Madison County, incorporated towns and the general public by demonstrating courteous and cooperative behavior when interacting with citizens, visitors, and county staff; maintains confidentiality of work-related issues and county information; performs other duties as required or assigned. • Employees may at any time be required to work in order to provide for the safety and well-being of the general public, including the delivery and restoration of vital services, in the event of an emergency.

Physical Requirements
Physical demands: • Walking over uneven terrain. • Operating a personal computer and typical office equipment. • Ability to operate a motor vehicle on paved and unpaved roads. • Communicating clearly in writing, in person, and over the phone. • Lifting and transporting equipment weighing up to 40 pounds. • Speaking to individuals and groups.
Working Conditions: • Based in the Madison County Planning Office in Virginia City. • Core hours are 8 a.m. to 5 p.m., Monday-Friday. Some limited overnight travel and meetings outside of normal work hours. • Work is in a team environment, requiring collaboration with other departments and agencies both on-site and off-site. • Most work is in an office, with some outdoor field work and meetings. • Outdoor locations may require walking in rough and uneven terrain in all weather conditions.
Education Requirements
Bachelor’s Degree in Urban Planning, Architecture, Public Administration or a related field; AND five years’ experience in land planning; OR an equivalent combination of education and experience. The job requires freedom from illegal use of drugs and freedom from use and effects of drugs and alcohol in the workplace. Must pass a background check.
