  Summary As a supervisor/manager, the selectee for this position will be eligible to receive a Manager Performance Incentive (MPI) provided eligibility requirements noted in agency policy are met. The MPI is an annual lump-sum incentive payment that considers agency performance, the manager's individual performance, and available funding. This position is within the FAA, Aviation Safety (AVS), Office of Aerospace Medicine (AAM), Regional Aerospace Medicine Division Offices. Responsibilities The Senior Regional Flight Surgeon (SRFS) is responsible for the management and administration of the FAA’s Regional Aerospace Medicine Division Offices. The incumbent serves as the authority in regional aerospace medicine programs for the safety and promotion of civil aviation. The SRFS oversees the daily operations of the nine (9) Regional Aerospace Medicine Division Offices. The Regional Aerospace Medicine Division Offices have a significant scope and impact on the FAA’s missions and Aviation Safety (AVS). The incumbent leads a staff of approximately 130 employees, including Frontline and Middle managers. The incumbent represents the Federal Air Surgeon (FAS) and/or the Deputy Federal Air Surgeon (DFAS) on all aeromedical matters and communicates with high-level executives within AVS and across other FAA lines of business and staff offices, DOT, airmen, ATCS, the flying public, representatives of the aviation industry, Congress and other government agencies to resolve significant or controversial issues affecting aviation safety. The SRFS is a recognized medical authority who manages highly complex and challenging activities under the minimal direction of top-level agency executives. The SRFS serves as a key advisor to the DFAS/FAS and is responsible for areas essential to the mission of Aviation Safety and AAM’s core business. The SRFS continually improves the efficiency and effectiveness of FAA Regional Aerospace Medicine programs and Aerospace Medicine policy, ensuring that matters brought to the attention of the DFAS/FAS fully address the issues involved, and are properly staffed, coordinated, and executed. The specific roles and responsibilities include: Represents the FAS and manages, directs, and evaluates the programs within the Regions, and initiates action to correct deficiencies. Provides leadership, program definitions, and plans, program emphasis, goals and objectives, and the most effective methods of carrying out the progress of the office. Responsible for the daily management and executive direction of regional programs and activities to include but not limited to: the Airmen Certification Program - reviews/adjudicates highly complex medical cases requiring resolution, Aviation Medical Examiners (AME) Program, Air Traffic Control (ATC) Application Program, Air Traffic Control Specialist (ATCS) and Applicant Examination Program, FAA Employee Substance Abuse Program in each region, Internal Substance Abuse Program throughout the regions; regional AME/AME Surveillance programs including selection, training, designation, re-designation, termination or non-renewal of designation; development and implementation of airman medical standards; and the provision of authoritative advice and assistance to other offices and services on aviation medical matters. Assures technical adequacy of regional program standards, policies and operations. Performs other quality management functions to monitor and decrease errors. Oversees implementation of the Quality Management System (QMS) and the Safety Management System (SMS), critical tools within AVS and FAA for the Regional Medical Division Offices; and conducts periodic site visits to field offices and facilities to advise and assist on medical matters. Conducts and participates in medical education programs for airmen and agency employees. Furthermore, supports selected aerospace medicine research and medical standards validation efforts. Develops and communicates regional program strategies and conducts long-range planning for implementing medical programs across all regions. Ensures effective management of resources and enthusiastic pursuit of equal employment opportunity goals and objectives of the organization. Serves as a standing member of the Federal Air Surgeon (FAS) Executive Leadership team. Performs other duties as assigned. Qualifications BASIC REQUIREMENTS: Degree: Doctor of Medicine, Doctor of Osteopathic Medicine or equivalent from a school in the United States or Canada. This degree must have been accredited by the Council on Medical Education of the American Medical Association (external link); Association of American Medical Colleges (external link); Liaison Committee on Medical Education (external link); Commission on Osteopathic College Accreditation of the American Osteopathic Association (external link), or an accrediting body recognized by the U.S. Department of Education (external link) at the time the degree was obtained. (copies of transcripts must be uploaded) Degree from Foreign Medical School: A Doctor of Medicine or equivalent degree from a foreign medical school must provide education and medical knowledge equivalent to accredited schools in the United States. Evidence of equivalency to accredited schools in the United States is demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (external link), a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country, or successful completion of the U.S. Medical Licensing Examination. Licensure: For all grade levels and positions, applicants must possess a current, active, full, and unrestricted license or registration as a Physician from a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. (copy of licensure must be uploaded) Note: An agency may waive the licensure requirement for research positions not involving direct patient care. Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathic Medicine degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in a hospital or an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Descriptions of such programs are described below. An internship program involves broadly based clinical practice in which physicians acquire experience in treating a variety of medical problems under supervision (e.g., internal medicine, surgery, general practice, obstetrics-gynecology, and pediatrics). Such programs are in hospitals or other institutions accredited for internship training by a recognized body of the Accreditation Council for Graduate Medical Education (ACGME) (external link). A residency program involves training in a specialized field of medicine in a hospital or an institution accredited for training in the specialty by a recognized body of the American Medical Association (external link), (AMA) or Accreditation Council for Graduate Medical Education (ACGME) (external link). A fellowship program involves advanced training (beyond residency training) in a given medical specialty in either a clinical or research setting in a hospital, or an institution accredited in the United States for such training. AND EXPERIENCE: All successful applicants must have five (5) years of graduate training in the specialty of the position to be filled or equivalent experience and training that has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to perform successfully the duties of the position and is typically in or related to the position being filled. This experience includes: Experience performing medical reviews, analysis and interpretation of standards and clearance of safety-related employees. Experience in developing, planning and communicating organizational strategies/goals to subordinate staff members. Experience in providing direction and guidance for medical programs. AND QUALITY RANKING FACTOR (QRF): Well Qualified applicants will have current Medical Review Officer (MRO) certification.
