Responsibilities Researches security standards, procedures, and protocols used to safeguard BLM facilities. Knowledge of applicable laws, department and Bureau manuals and directives, policies, regulations, budget systems, and administrative requirements and procedures to provide for effective leadership and management. Reviews, evaluates, and applies comprehensive technical guidance, directives, and guidelines. Uses of a variety of business software, such as Excel, Access, and PowerPoint to produce professional reports and analyses, and effective training and briefing materials. Selects and understands procedures, machines, or tools; identifies or solves problems in machines, computers, or other technologies as they are related to performing tasks. Manages and resolves conflicts, grievances, confrontations, or disagreements in a constructive manner to minimize negative personal impact. Displays a high level of initiative, effort, and commitment towards completing assignments in a timely manner. Utilizes automated management systems tool to identify areas needing special emphasis, priority, review, and/or change. Develops security policy and designs, develops, evaluations and sometime installs protection systems and devices. Requirements Conditions of Employment Qualifications Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) may be rated not qualified: The incumbent must be a graduate of the Federal Law Enforcement Center Physical Security Training Program or other credentialed federal government or U.S. military physical security courses. Allowable substitutions are professional certifications awarded by entities such as the American Society for Industrial Security or similar accreditation organizations. OR Complete this training within one (1) of being hired. In order to be rated as qualified for this position, we must be able to determine that you meet the qualification requirements - please be sure to include this information in your resume. You must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples: Demonstrated experience in the design of physical and electronic security equipment, such as, conducting site surveys; reading, interpreting, and analyzing security drawings and specifications; or preparing detailed drawings of alarm and card access equipment and wiring. Conducting physical security reviews and surveys in support of protecting personnel, facilities, and resources. Updating, briefing, and advising upper management on physical security, issues, and strategies. In addition, experience conducting intrusion and physical security risk assessments to identify vulnerabilities and/or potential threats is required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
