  Opportunity at a Glance

  The Village Orland Park is a premier community located 30 miles southwest of Chicago’s Loop with a residential population of nearly 60,000, and is the commercial and retail hub of the Chicago south suburban region. Orland Park continues its wave of growth and prosperity from a historic, rural community to a dynamic corporate and commercial center.

  The award winning Police department is one of the most visible Village departments and works to keep the Orland Park community safe and oversees the enforcement of laws and ordinances. We currently seek aPatrol Division Commanderto command and administer the Patrol Division within the Police Department. Although largely administrative in nature, incumbents of this class command the Police Department during major events or emergencies. This position personally participates in more complex police problems; completes related work as required. Supervision is exercised over sworn officers and civilians.

  Key Responsibilities

  This important role o versees and administers the patrol division public safety programs and activities; advises management and employees regarding interpretation and application of policies and procedures; plans, organizes, administers, reviews and evaluates the activities of patrol division staff, including contract staff in assigned areas of responsibility; directs the selection of staff and provides for their training and professional development; recommends and implements discipline as required; develops and implements goals, objectives, policies, procedures and work standards for the patrol division; a ssists in developing and controlling the annual budget; formulates and implements police policy, procedures rules, regulations and programs; ensures that laws and ordinances are enforced and that public peace and safety is maintained; prepares and reviews operational and administrative reports; oversees maintenance of all records and materials associated with law enforcement activities within the patrol division; c ontributes to the overall quality of the patrol division service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures; c ontributes to the overall quality of the patrol division service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures; and conducts studies, makes recommendations and prepares reports.

  This position also c ooperates with County, State, and Federal law enforcement officers as appropriate where activities of the Police Department are involved; c oordinates with internal staff for the maintenance and upkeep of the police facility; directs staff for special events and selective traffic enforcement details; c ontributes to the overall quality of the department's service provision by developing and coordinating work teams and by reviewing, recommending and implementing improved policies and procedures; p romotes and supports the overall mission of the Village by demonstrating courteous and cooperative behavior when interacting with public and staff; acts in a manner that promotes a harmonious and effective workplace environment; c onfers with other Division Commanders, Lieutenants and Sergeants on routine and special matters; a ssists in planning departmental programs and operating procedures; conducts scheduled and unscheduled inspections of units; d etermines the allocation and deployment of department resources based upon the priority of services system; d evelops and implements the work schedule of subordinates within the division units to include the part-time police officers; c onducts internal investigations as assigned and addresses citizen complaints; and supervises the preparation of necessary records and reports relating to activities, and reviews and files reports prepared and submitted by subordinates.

  May assume command of the department in the absence of the Chief of Police and the Deputy Chief of Police and p erform other duties as required or assigned.

  Qualifications, Knowledge, Skills

  A Bachelor's Degree in criminal justice, public administration or related field is required. Ten (10) years of supervisory experience over a law enforcement function or equivalent combination of education, training and experience is also required.

  The ideal candidate will possess working knowledge of the p rinciples, practices and techniques of public safety operations and organization; p rinciples and practices of developing teams, motivating employees and managing in a team environment; p rinciples and practices of budget development and administration; a pplicable laws, codes and regulations related to assigned functions, activities and programs; p rinciples and practices of law enforcement operations in an urban area; a dministrative principles and practices, including goal setting, program development, implementation and evaluation, and the management of employees through multiple levels of supervision; p rinciples and practices of media relations and public education; p rinciples, practices, and techniques of police services training and development; c omputer applications related to the work; f inancial records management principles and practices; t echniques for working collaboratively with a variety of individuals from various socio-economic, ethnic and cultural backgrounds, in person and over the telephone, occasionally where relations may be confrontational or strained; and p rinciples and techniques of making effective oral presentations.

  Additionally, this position requires the ability to successfully execute p lanning, organizing and administering comprehensive law enforcement services; m anaging programs and staff; r esponding efficiently and effectively to changing situations under emergency conditions; t raining others in policies and procedures related to the work; d eveloping and implementing goals, objectives, policies, procedures and work standards; d eveloping effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner; i nterpreting, applying and explaining complex federal, state and local laws; o verseeing and coordinating the conduct of comprehensive financial and claims audits and actuarial studies; p reparing clear and concise reports, correspondence and other written materials; u sing initiative and independent judgment within general policy guidelines; u sing tact, discretion and prudence in working with those contacted in the course of the work; c ontributing effectively to the accomplishment of team or work unit goals, objectives and activities; and e stablishing and maintaining effective working relationships with a variety of individuals contacted in the course of performing work duties.

  Compensation & Benefits

  The annual salary for this represented position ranges from $118,438 - $165,812 depending on qualifications. Per the union scale, the top candidate will receive $160,808.54 annually. The Village of Orland Park offers a comprehensive employee benefits and wellness program which includes the choice of three medical plans, dental, vision, life insurance, and the opportunity to participate in a Nationwide 457(b) plan.

  The Village of Orland Park also provides for paid vacation, personal, sick days, and holidays.
