  Job Description

  This is technical work at the entry level in inspecting, sampling, testing, and monitoring the natural environment and pollution sources for compliance with federal, state, and local environmental laws, rules, and regulations. The work will consist of specific standards and procedures and the incumbent will be working closely with the team lead or supervisor/manager to determine which procedures or standard should be followed and in what sequence. The work involves differing situations which will be closely monitored by the Team Lead/Supervisor.

  Examples of Work

  Inspects high risk pollution sources for compliance with federal, state, and local environmental laws, rules, and regulations.

  Draft chronology of events when incumbent is involved to be included in the referrals for issuance of citations.

  Installs, adjusts, operates, and performs routine maintenance on field monitoring, sampling, and testing equipment.

  Collects water, air, soil, and biological samples to assess natural resources and identify potential environmental problems.

  Investigates complaints concerning suspected violations of environmental laws, rules, and regulations.

  Participates in surveys and studies to assess natural resources and to determine sources of and methods for controlling pollutants in the air, water and soil and drafts reports on findings.

  Researches files and records, collects, and compiles data and prepares inspection and other technical reports.

  Utilizes advanced computer applications to develop and maintain databases and spreadsheets on data collected and maintains related files and records.

  Operates standard office equipment including personal computer using word, spreadsheet, database and related software and field sampling and testing equipment.

  Operates a motor vehicle.

  Demonstrates proficiency in the City of Jacksonville’s competencies.

  Performs related work as required.

  Knowledge, Skills and Abilities

  Knowledge of the techniques, methods and procedures used to inspect, sample, test and monitor the natural environment and pollution sources.

  Knowledge of federal, state, and local environmental laws, rules, and regulations.

  Knowledge of basic principles of the natural sciences.

  Ability to perform mathematical calculations.

  Ability to conduct field inspections and investigations.

  Ability to install, adjust, operate, and perform routine maintenance on field monitoring, sampling, and testing equipment.

  Ability to collect water, air, soil, and biological samples.

  Ability to participate in surveys and studies and draft reports on findings.

  Ability to utilize advanced computer applications, databases, and spreadsheets.

  Ability to maintain files and records and prepare technical reports.

  Ability to communicate effectively verbally and in writing.

  Ability to read and interpret laws, rules, and regulations and technical publications and manuals.

  Ability to operate standard office equipment including personal computer using word, spreadsheet, database and related software and field sampling and testing equipment.

  Must be at least a Junior or higher working towards a bachelor’s degree from an accredited institution preferably in a science, engineering, or environmental field.LICENSING/CERTIFICATION/REGISTRATION:

  A valid driver's license is required prior to appointment and must be maintained during employment in this class.

  Must qualify for prior to appointment, obtain and maintain during employment in this class a City of Jacksonville Public Driver Certification.

  Depending on assignment, OSHA 40 Hour Hazardous Waste Operations and Emergency Response (HAZWOPER) certification may be required and must be maintained.
