  What Success Looks Like In This Job

  Under the general direction of Parks Superintendent, supervise, plan, coordinate and implement the activities and operations of parks maintenance crews within the Parks, Open Space, and Cultural Arts Department (POSCAD). Includes but is not limited to landscaping, irrigation, parks and trails maintenance and event support functions; coordinate assigned activities with other divisions and County Departments, outside agencies, and the general public; develop and monitor the budget for assigned areas; and provide highly responsible and complex staff assistance to Parks Superintendent.

  Examples of Duties for Success

  Coordinate the organization, staffing, and operational activities for multiple crews involved in grounds, trail, building, utility maintenance, construction services, event services, and activities within the POSCAD including the construction, servicing, repair, and general operation of Adams County parks, trails and open space assets.

  Participate in the development and implementation of goals, objectives, policies, and priorities for assigned sections; identify resource needs; recommend and implement policies and procedures.

  Select, train, motivate, and evaluate assigned fulltime and temporary personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline and termination procedures.

  Direct, coordinate, and review the work plan for assigned crews; meet with staff to identify and resolve problems; assign work activities and projects; monitor work flow; review and evaluate work products, methods, and procedures; monitor compliance to departmental and county policies and procedures; correct unsafe and unauthorized practices.

  Select appropriate equipment and materials to complete the work according to specifications, verbal instructions, and established procedures; adapt equipment and materials to meet specific requirements of the work to be accomplished.

  Supervise the operation of heavy equipment and power tools in the area of assignment; ensure the proper utilization of safety precautions related to all work performed; provide safety training and operation instruction for employees.

  Assist in the development and implementation of safety inspection programs for playgrounds, parks, and trails to ensure facility user safety; assess and eliminate liability factors affecting facility and park users.

  Participate in the development and management of the assigned budgets; forecast additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring of and approve expenditures; recommend adjustments as necessary.

  Coordinate services and activities of the assigned sections with those of other divisions and outside agencies and organizations.

  Prepare and present staff reports and other necessary correspondence; prepare and maintain daily, weekly, and monthly activity reports and records.

  Control, monitor, and direct the application of specific chemicals in the control of pests and diseases on parks, trails, and open space; ensure compliance with State and Federal laws and regulations.

  Attend and participate in professional group meetings; stay abreast of new trends and innovations in the fields of grounds, trails, and building maintenance.

  Respond to and resolve citizen inquiries and complaints.

  Review construction specifications and plan documents to determine material needs; order materials to complete project using building, construction, and landscape design plan sets; provide review comments for conceptual plans and design documents for parks/trails/open space capital improvement projects.

  Oversee contractors responsible for maintenance, construction, and renovation of grounds and facilities to ensure all work meets County specifications and requirements.

  Design, implement, oversee, and monitor material cost and purchasing for park construction and renovation projects.

  Respond to inquiries and communicate with special interest groups and other park users regarding parks facilities, planned improvements, and park regulations.

  Coordinate with Park Rangers and Sheriff's Office Deputies on law enforcement issues within the parks, trails, and open space system.

  Assist in the preparation and operation of the Adams County Fair and other special events as assigned.

  Perform other related duties and responsibilities as required.

  Qualifications for Success

  Operational characteristics, services, and activities of a comprehensive parks, trails, and open space program.

  Pertinent Federal, State, and local laws, codes, and regulations.

  Materials, methods, practices, and equipment used in the maintenance and repair of grounds, trails, and irrigation systems, building maintenance and repair activities.

  Types and level of maintenance and repair activities generally performed in a parks maintenance and repair program.

  Occupational hazards and standard safety precautions necessary in the work.

  Principles and procedures of record keeping and reporting.

  Principles of budget preparation and control.

  Principles of supervision, training, and performance evaluation.

  Recent developments, current literature, and sources of information related to grounds, trails, and park infrastructure maintenance.

  Basic civil, hydraulic, mechanical, and electrical/electronic engineering principles.

  Theory and principles of park management.

  Perform responsible and difficult work involving the use of independent judgment and personal initiative.

  Interpret and apply administrative and departmental policies and procedures.

  Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of goals.

  Select and maintain machinery and equipment used in the maintenance, repair, and alteration of facilities.

  Prepare and maintain records and prepare comprehensive technical reports.

  Interpret architectural, civil engineering, and mechanical engineering specifications and drawings.

  Accurately determine project material needs and recommend purchases.

  Ensure the maximum utilization of manpower, equipment, and supplies.

  Communicate clearly and concisely, both orally and in writing.

  Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work.

  More Qualifications for Success

  Any combination of training, education, and experience that is equivalent to the employment standards outlined above is qualifying. A typical way to obtain the knowledge and abilities would be:

  Education and Training:

  High school diploma or GED equivalent.

  Bachelor's Degree in Natural Resource Management, Turf Management, Facility Management, Project Management, or a related field is preferred.

  Experience: Four (4) years of increasingly responsible parks maintenance experience, including two (2) years of lead supervisory responsibility.

  ·License or Certificate:

  Possession of an appropriate, valid Driver's License.

  CDL preferred

  Possession of, a CDOA Public Applicators License – Qualified Supervisor Level in the categories of Rangeland, Turf and Ornamental, Aquatic, and Industrial/Right-of-Way is preferred.

  Possession of a CDPHE class "D" Colorado Water License and Water Distribution 1 Class License is preferred

  NRPA Certified Playground Safety Inspector (CPSI) Certification preferred.

  NRPA Certified Parks and Recreation Professional (CPRP) Certification preferred.

  ISA Certified Arborist is preferred.

  Background Check:Must pass a criminal background check.

  Essential duties require the following physical abilities and work environment:

  Ability to sit, stand, walk, kneel, crouch, squat, stoop, reach, crawl, twist, climb, and lift / push or carry 100 pounds.

  Exposure to noise, outdoors, electrical hazards, dust, chemicals, mechanical hazards.

  Availability for on-call and stand-by call.

  Ability to respond during an emergency or during extreme weather events including snow/ice, wind, and rain/flooding.
