Summary About the Position: This vacancy exists within the office of the PEO CS&CSS. Positions will be specifically located in the PEO CS&CSS, Joint Program Office, Joint Light Tactical Vehicles. Responsibilities Serves as the senior Operations Research Analyst for one or more major combat or combat support vehicle systems or a major category of combat vehicle technology under project management. Develops study areas, objectives and methods. Leads or performs work to develop baseline cost estimates for the complex designs of the Army's systems. Reviews operational documents, specifications, logistics support requirements and other such project data supplied by functional specialists. Defends cost estimating methods through appropriate channels. Reviews Congressionally appropriated budgets and higher headquarters changes to appropriations to develop program alternatives to accommodate excesses or deficits to the baseline. Develops and reviews funding requirements for budget input. Tasks or prepares a variety of regular and one-time reports on cost estimates and cost effectiveness of the Army's systems. MINIMUM QUALIFICATIONS: Individual Occupational Requirements [Education], 1515 series: Education must have been completed in a U.S. college, university, or other educational institution that has been accredited by one of the accrediting agencies or associations recognized by the U.S. Department of Education. A. Possess a Degree in Operations Research. (you must provide a copy of your transcript(s) showing you meet this education requirement) OR B. Possess a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. (you must provide a copy of your transcript(s) showing you meet this education requirement) In addition to the basic education requirements identified above, applicant must also meet the specialized experience described below. Specialized Experience: your resume must describe at least one year of specialized experience at the NH-03 level in the Federal Service which includes: 1) Utilizing a variety of mathematical, scientific, statistical methods (as well as other operations research techniques) to analyze program requirements; 2) Reviewing budgets and/or changes to appropriations to develop alternatives to accommodate program excesses or deficits.; 3) Applying cost estimating methods/techniques to calculate cost and cost relationships for a variety of program factors; and 4) Preparing and collaborating on comprehensive technical and scientific reports/briefings for assigned projects. The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-03 (or GS-13 equivalent).
