  The Executive Office of Energy and Environmental Affairs seeks to protect, preserve, and enhance the Commonwealth’s environmental resources while ensuring and promoting a clean energy future for the state’s residents. Who We Serve: Massachusetts was the first state in the nation to combine energy and environmental agencies under one Cabinet secretary. The Executive Office of Energy and Environmental Affairs (EOEEA) serves Commonwealth residents interested in outdoor recreational activities, clean energy solutions and those who work with animals and livestock. Equally, EOEEA works with energy consumers, power companies, clean energy providers and farmers to delicately balance the interaction with environmental protection laws and regulations while being a cornerstone for our economic prosperity. Secretariat Overview: The Executive Office of Energy and Environmental Affairs Secretariat (EOEEA) provides oversight of the Commonwealth’s energy and environmental agencies, namely, the Division of Energy Resources (DOER), Department of Public Utilities (DPU), Department of Environmental Protection (DEP), Department of Conservation and Recreation (DCR), Department of Fish and Game (DFG), and Department of Agricultural Resources (DAR). EOEEA also has divisions within the Secretariat, including the Office of Law Enforcement (OLE or Massachusetts Environmental Police), Massachusetts Environmental Policy Act (MEPA) office, Coastal Zone Management (CZM) office, and Division of Conservation Services (DCS). All agencies and divisions promote the environmental or energy related goals and initiatives of the Administration and the Secretary of EOEEA. _Brief Description of Internship Position_: TheMassachusetts Office of Technical Assistance (OTA)is a statewide agency under the Massachusetts Executive Office of Energy and Environmental Affairs (EEA) that was created by theToxics Use Reduction Act (TURA)to provide free and confidential pollution prevention and toxics use reduction assistance to Massachusetts businesses. OTA is one of three implementing agencies of theToxics Use Reduction Act Program(TURA program). In addition to OTA, the TURA program consists of MassDEP, which administers the law’s reporting and planning mandates and enforcement of covered businesses, and the Toxics Use Reduction Institute at UMass Lowell (TURI) which provides research, training, and grant opportunities to businesses and communities. Approximately 80% of businesses that file under TURA are located in or within a mile of anenvironmental justice neighborhood. In 2022, EEA released aDraft Environmental Justice Strategyfor public comment which contains key actions and metrics by agency and division (including OTA beginning on p.47) to promote and commit to environmental justice. The final strategy will be released at the end of 2023. The OTA Environmental Justice intern will work with the Outreach & Chemical Policy Analyst to help implement OTA’s key agency actions and strategic outreach plan for environmental justice. _ _ _Description of Duties and Responsibilities_: Under the supervision and mentorship from the Outreach & Policy Analyst, the intern will engage in the following activities: · Build on existing foundational work and content to implement a TURA program-wide webpage as a landing page for all TURA program information relevant to environmental justice stakeholders and communities. Activities will include working with OTA staff to finalize narrative content and visuals and editing GIS maps and map applications to prepare for publication. · Assist with identifying and vital documents for translation and working with OTA staff and the EEA Environmental Justice Office to procure translation services. Assist with implementing a comprehensive outreach strategy for engaging with different environmental justice stakeholders and businesses. The ultimate goal of the strategy is increasing referrals forOTA site visitsandtechnical assistance to businessesin environmental justice neighborhoods and locations vulnerable to climate change events and severe weather, aligned · withOTA’s Key Agency Actions for Environmental Justice (p.47 of PDF)andOTA’s Chemical Safety and Climate Change Resiliency Program. · Identify additional outreach opportunities for OTA to market itsservicesstatewide to environmental justice organizations, community-based organizations, economic development organizations, and municipal agencies to increase visibility and referrals for OTA's programs and technical services. · Communicate findings and make recommendations to OTA staff throughout the process and at the end of the internship. Activities include: o Making presentations to OTA and TURA program staff o Assist with development and dissemination of outreach plans and materials o Assist with data collection and analysis o Identifying resources that will help OTA better deliver services to the environmental justice community and black and minority-owned businesses o Participating with OTA staff in theNortheast Waste Management Officials Association (NEWMOA)Environmental Justice workgroup and theInterstate Chemicals Clearinghouse (IC2)Equity Workgroup. _ _ _Deliverables_: · Finalize a TURA program-wide environmental justice landing page for mass.gov website, including site organization and content to meet the needs of a variety of stakeholders. · Implement a strategic outreach campaign targeting relevant businesses and stakeholders with a goal of increasing referrals for OTA site visits and technical assistance to businesses located in or near environmental justice communities. _ _ _Preferred Knowledge and Skills_: · Strong research, writing, and graphical communication skills · Experience with MS Excel, PowerPoint, Word · Experience with ArcGIS Pro and/or ArcGIS online · Familiarity with online databases, such as HubSpot or Monday.com · Data analysis and strong analytical skills · Spanish and/or Portuguese language skills a plus _ _ _Hours per week_: TBD _ _ First consideration will be given to those applicants that apply within the first 14 days.
