  The Office of Public Health (OPH) is one of five agencies within the Louisiana Department of Health and is responsible for the protecting and promoting the health of the communities of our state. OPH is responsible for monitoring the safety of food Louisiana's residents and visitors eat, keeping water safe to drink, ensuring access to vital records like birth certificates, and providing public health services to protect and promote the health of all individuals and communities in Louisiana through education, promotion of healthy lifestyles, prevention of disease and injury, and dissemination of information impacting population health. As the leader in directing emergency disaster operations, OPH works to ensure readiness for hurricanes, pandemics, disasters and other threats to Louisiana in conjunction with other state departments. OPH operates over 50 extensive programs utilizing staff in 62 parish health units and two specialty clinics, nine regional offices, three centers, 14 bureaus, and over 800 contractual agreements. In order to carry out the above responsibilities, OPH is organized into three centers, which include Center for Community and Preventive Health, Center for OPH Operations, and the Center for Community Preparedness and Health Protection. Within the Center for Community Preparedness and Health Protection lies several environmental health programs, including the laboratory that services both clinical and environmental health programs. The incumbent in this position serves as the OPH Chief Medical Officer and Assistant State Health Officer for LDH.

  LDH seeks to contract for the services of a certified physician that will provide medical knowledge and medical leadership services to contribute to and advance the vision, mission and objectives of the Office of Public Health. Medical knowledge services are those activities that require specific medical knowledge or access to/consultation with peers with that cannot be credibly accomplished without this level of professional standing. Medical leadership services are those that are identified, planned and implemented because of the professional qualification of the physician and his/her knowledge of the provider community and relationships to it. These activities require execution by or under the direction of a physician functioning as the Chief Medical Officer. The leadership of this clinician is necessary to advance health policy making and/or influence practice as an outcome. The candidate must have a background in public health and keep abreast of public health trends, problems, and issues nationwide via constant interface with public health professionals at the federal, state and local levels. Utilizes knowledge to advise OPH on proactively addressing problems, which have the potential or major impact on health. Serves as the medical/clinical OPH representative with various community groups, public bodies, and local, regional and state committees and agencies.

  Occupational Summary:

  30% Medical Direction and Consultation

  The OPH Chief Medical Office/Assistant State Health Officer for LDH provides Medical Direction and Consultation to all OPH Centers, Bureaus, Programs, Regional Medical Directors and Administrators as well as to the OPH Deputy Assistant Secretaries and the OPH Assistant Secretary

  Provides medical direction and consultation in the development and implementation of regional health promotion and primary care and rural health activities and initiatives and ensures the overall objectives to reduce and eliminate health disparities are implemented through evidence-based policy and practice.

  Maintains Medical Licensure in Louisiana and assumes a medical/clinical leadership role for the Rapid Response Teams in each region in the event of a communicable disease outbreak investigations, investigations related to bioterrorism activities, and in regional emergency preparedness activities; monitors and consults with yellow fever vaccine centers within the regions; and performs region specific duties delegated by the State Health Officer including those related to the enforcement of the State Sanitary Code.

  Reviews applications, verifies credentials, evaluates qualifications, interviews, and chairs a committee in selection of clinicians (e.g. physicians, nurse practitioners) to be members of the LDH/OPH clinical staff as well as ensures the development and maintenance of continuing in-service education for clinical personnel; confers with medical training institutions regarding training of medical students postgraduate medical education students, nursing students, and advance nurse practitioner students and supervises training that occurs in OPH facilities and work sites.

  Utilizes knowledge to advise OPH on proactively addressing problems, which have the potential or major impact on health. Serves as the medical/clinical OPH representatives various community groups, public bodies, and local, regional and state committees and agencies.

  25% Assistant State Health Officer Role

  Provides support to the LDH State Health Officer in regulatory compliance and operational implementation of duties relative to Environmental Health, Bureau of EMS and Emergency Preparedness as requested by the LDH State Health Officer.

  The Assistant State Health Officer provides an operational/clinical role in communicating, coordinating, and operationalizing activities with the regional medical directors relative to the enforcement of the State Sanitary Code.

  20% Meeting Representation/ Hearings/ Coverage

  Represents the OPH Deputy Assistant Secretaries, Assistant Secretary, and LDH State Health Officer as required at conferences, meetings, and hearings, before legislative committees and at other forums (local, state, and national); travels statewide to review program implementation and to assure integration and coordination of agency-wide goals; facilitates interface with other State Agency Medical Directors to assist in the integration State Implemented Programs.

  10% Media SpokespersonServes as the media spokesperson for OPH in regard to the medical aspects of public health issues and provides consultation to the Regional Medical Directors and Administrator on media inquiries in conjunction with the LDH Bureau of Communications (BMAC).

  10% Office AdministrationDirects the work of subordinate staff by establishing priorities and scheduling work assignments through periodic staff meetings and individual consultation with staff. Reviews and evaluates technical functions of staff, completes Performance Planning and Reviews, and approves time and leave requests. Provides staff training as needed and ensure that staff meets all annual state and federal training requirements.

  5% OtherPerform miscellaneous job duties as assigned. Work as needed during emergency operations such as hurricanes or other natural disasters as required. Maintain current training required by LDH, FEMA, and any other state, local, or federal organization as required.

  CMO Preferred Qualifications:

  Minimum of 5 years of experience in an executive or senior management role within public health promotion.

  Proven leadership and management experience, including managing a large team, a multi-million-dollar annual budget and multiple programs concurrently.

  Excellent program development skills, with proven success in instituting public health initiatives that drive improved metrics and/or results.

  Experience working at the Federal and/or State level on health promotion initiatives.

  Demonstrated ability to bring creative and innovative solutions.

  MD Licensure Required.
