General Statement of Duties
Neighborhood Services Officer - AIC/LD
City of Eugene is seeking experienced team members to address complex community challenges in our public spaces as a Neighborhood Services Officer (NSO). The NSO position is part of our nationally recognized and community centered Parking Services team. The NSO position works independently to address a variety of situations encountered while conducting operations in the public way to enhance public safety, support economic activity, and neighborhood livability. The successful candidates will balance exceptional trauma informed community service with general code enforcement in the public way and/or City property for permits, camping, and obstructions. This position will be filled as an Acting in Capacity (AIC) or Limited Duration (LD) opportunity (see below for more information).

Work Schedule: Shifts vary between Monday – Friday and Tuesday – Saturday, 7:00 AM – 4:00 PM and may change based on business need.

Acting-in-Capacity (AIC) Opportunity:
Open to full-time, part-time City of Eugene employees. Temporary and Limited Duration employees are not eligible to apply.
You must meet the minimum qualifications for the AIC position.
This AIC assignment could last up to 24 months, per business need. At the end of the assignment, you will return to your regular position.
You must receive permission from your supervisor to apply. Note: If you are on probation, it may impact supervisory approval to apply for this opportunity.
AIC pay is determined based on the applicable collective bargaining agreement or APM. Pay placement will be the minimum of your current pay so long as it is not above the maximum of the AIC salary range. If you are in a position that is at the same salary range as the AIC that you are applying for there may be no change in pay for the AIC assignment.
Limited Duration (LD) Opportunity – AFSCME:
Open to full-time, part-time, LD, Recreation Activity Employee or City of Eugene employees.
This LD position could last up to 24 months per business need.
LD employees have many of the same benefits as regular AFSCME employees, with some exceptions due to the limited length of employment.
If you are currently an employee, you will not have rights back to your current LD position.
Employees hired into LD positions will be members of the AFSCME bargaining unit and covered by the contract except for the items outlined below.
The salary schedule for LD employees is the same as used for regular AFSCME employees. The normal starting salary is the first step shown on the posting. Other placement in the salary range may be considered depending on qualifications and experience.
LD employees are at-will and don’t have a probationary period; they accrue no seniority, have no bumping or layoff provisions, and have no discipline or discharge rights.
LD employees will receive City health plan coverage for themselves only. Dependent coverage is available at full cost to the LD employee.
Examples of Duties Performed - Duties may include but are not limited to the following
Monitors the public way and other public property for compliance with codes, state statutes, and/or federal laws.
Serves as an initial point of contact for the City in responding to public inquiries, questions, and complaints, about city codes and rules related to vehicle and non-vehicle camping in the public way and other public property.
Takes appropriate measures to ensure adherence to regulatory posting requirements.
Coordinates with federal, state and local law enforcement or other government and public agencies as appropriate for compliance actions and with other departments or private companies for removal and hazard abatement.
Identifies and conducts evaluations of permitted actions in the right-of-way to ensure public safety and compliance with regulatory issues. Assist with permit issuance and/or stop orders for non-compliance. Issue fines for failure to comply with permitting requirements.
Immobilizes and/or coordinates the removal of vehicles from the public way and/or other public property.
Maintains detailed records of compliance actions through use of multiple technology-based applications and written logs for use in Municipal Court proceedings when required.
Represents the City of Eugene in the Eugene Municipal Court to defend compliance actions taken while performing the position’s duties.
Tracks field activities on mobile device such as numbers and types of code/rule violations by location.
Supports Emergency Management response actions for traffic control, emergency vehicle routing and pedestrian control and guidance.
Actively supports and respects diversity in the workplace.
Performs other duties, as required.

MINIMUM QUALIFICATIONS:
Experience:
Two years of full-time work experience in parking services, code compliance, social services, safety/security role or similar customer service role.
Education/Training:
High school degree or GED equivalent. Coursework in Criminal Justice, Business or Public Administration, Public Relations or related field is preferred.
Required Certifications / Licenses:
Valid Oregon driver’s license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City’s standard.
Possession of or ability to obtain within 90 days of hire CPR/AED and First Aid training certificates.
Possession of, or ability to obtain within 90 days of hire State of Oregon flagger certification.
Possession of, or ability to obtain within 90 days of hire Department of Public Safety Standards and Training Private Security Program Unarmed Professional certification.
Possession of, or ability to obtain within 90 days of hire Verbal Judo training.

Conduct field investigations determine violations and take appropriate enforcement actions.
Write letters, orders, civil penalty and abatement notices, statements, and reports.
Communication inside and outside the organization to advise, consult, or interpret complex laws, regulations, or policy direction.
Work independently, as a team member, and with the public using effective verbal and written communications and task prioritization.
Operate and use program related equipment and software programs, such as mobile device, LPR, tablets, compliance, and reporting software.

To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.

Representation
Employees in this classification are represented by American Federation of State, County, and Municipal Employees (AFSCME), and their salaries may be subject to a monthly payroll deduction after 31 days of employment.
