The State of New Hampshire, Department of Safety, Division of State Police, NCIC Unit, has a full-time vacancy for Program Specialist I, which has a 37.5 hour work week and is non-exempt.
SCOPE OF WORK:Researches, reviews and interprets information for use in developing National Crime and Information Center (NCIC) and State Police Telecommunications System (SPOTS)trainings and provide technical support for State of New Hampshire users. Conducts audits of database entries to determine areas of non-compliance and identify possible cases of misuse.
ACCOUNTABILITIES:
Performsremote and onsitecomplianceaudits toidentify areas of non-compliance of theFBI CJIS(Criminal Justice Information Services)Security Policy and applicablelaws, rules, and regulations.Composescomprehensive audit finding formal reports to notify the respective agency heads of necessary areas which may require corrective action.Consults with and refers all possible misuse cases to the NCIC Unit Supervisor for their review and determination.
Reviews and edits entriespostedwithin the SPOTS in-state warrant system and the NCIC database. Reports erroneous entries, modifications and supplemental data to the entering Law Enforcement Agencies to ensure accuracy, reliability, completeness, and compliance of records information contained within.
Develops,designsand updatestraining curriculum, materials and audio-visual presentationsfor various levelsand aspects onthe use of the SPOTS System, NCIC Files and the In-State Database.Coordinates and provides trainings and technical support to all statewide users as needed.
Researches, analyzes, and interprets programsinformationto obtain an advanced level of knowledge and understanding of programs, regulations,procedures,and policies to accurately clarify to statewide users the aspects of SPOTS functionality, and additional technical systems used, including Open Fox, CJIS nexTEST Portal, NCIC Operational Manual and NLETS.
Confers with local agency TACs (Terminal Agency Coordinator) on issues affecting their departments use of SPOTS and/or its vendor platform (Open Fox) to resolve potential widespread problems by proactively integrating these topics into future trainings.
Conducts post-audit assessments to monitor trends in the field which will be compiled into an analytical report for the NCIC Unit Supervisor to review and advise of any other further necessary action to be considered.Advises on the requirements of compliance and liabilityand recommends improved or management operation systems controls to reach adherence.
Maintains tracking of recertification dates of New Hampshire SPOTS user accessandactivatesand deactivating access as needed to ensure the security of the system information.
MonitorsnexTEST portal platformdevelopmentensuring the captureof respective New Hampshire NCIC auditing data, accurate audit trails and statistical overviews.
Composes correspondence to system clients notifying them of policy and procedural changesor updatesto the SPOTS/NCIC system.
MINIMUM QUALIFICATIONS:

1.5 Years of additional relevant experience = Associate's Degree
3 Years of additional relevant experience = Bachelor's Degree
4.5 Years additional relevant experience = Master's Degree
Education:Bachelor'sdegree from a recognized college or university with major study in Criminal Justice, Business Management, or Liberal Arts. Each additional year of approved formal education may be substituted for one year of required work experience.
Experience:Twoyears' professional or paraprofessional experience in office management or law enforcement administrative support, with responsibility forplanning, monitoring programs, or performing research. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification:Eligibility for New Hampshire driver's license, if necessary for travel throughout the state. Full SPOTS certification and applicable fingerprint supported background checks as required by the FBI within six (6) months.
SPECIAL REQUIREMENTS:Selected candidate will undergo a fingerprint based criminal background check and motor vehicle record checktoensure suitability for exposure to confidential information.
