Design To Delivery Inc (D2DInc) is looking for a Budget & Financial Analyst to provide strategic, operational & tactical level support regarding current and future Requirements Generation/Capability Development: Programmatic, Budgeting, Cost-Control: Strategic Governance and Policy initiatives support for the Deputy Chief of Naval Operations, Information Warfare (DCNO N2/N6) to facilitate Warfighting, Manpower, and Business transformation initiatives. This position is contingent upon award.
JOB DESCRIPTION
The type of work to be accomplished is programmatic and financial data analysis, and other administrative support using applicable Department of the Navy (DON) and Department of Defense (DoD) financial databases. The review and analysis of Congressional, Office of Management and Budget (OMB), DoD and DON requirements, programming and budget guidance and direction. The successful candidate will provide assistance to government personnel in the development of PPBE options and courses of action, to include preparation of papers, reports and briefings, or other products that present or summarize PPBE issues and trade space.
Tasks include:
Support in the preparation of technical briefings, point papers, record message traffic, and official correspondence on Navy C4ISR issues for Congress, DoD officials, Navy leadership, U.S. Government Accountability Office, Joint Staff, other services, combatant commanders, and others.
Gather, review, analyze and report applicable financial data derived from PBIS and RAPS for use by government action officers.
Analyze and review platform requirements documents, providing changes and recommendations to government action officer.
Support action officers with preparing executive level presentations relevant to Navy Information Warfare capabilities, requirements, and resources.
Support Fleet Modernization (FM) efforts by generating reports and providing analyses of meetings for review by the government action officer.
Support with preparing senior leaders for participation in Financial Management (FM) related forums to include recommending courses of action and providing background on FM policies.
Support with coordination between OPNAV requirements officers and representatives from the Fleet, Headquarters Marine Corps (HQMC), U.S. Coast Guard (USCG), Military Sealift Command (MSC), Program Executive Offices (PEOs), and Systems Commands (SYSCOMs) on Afloat and Ashore C4I capability requirements, funding issues, and equipment availability to facilitate development of the C4I Modernization Plan baseline and POM submissions. Maintain a list of points of contact required for effective coordination.
Support N2N6IP with coordination of tasks in the Navy Data Environment. Review and analyze Ship Change Documents, gathering requirement officer inputs and providing recommendations to government action officer.
Support N2N6 staff with management of the Secretary of the Navy Waiver Program for installation of material resources on ships within five years of disposal and monitor and track status of specified waivers.
Support in the monitoring and development of C4I requirements and integration into the Ship Construction- Navy (SCN) appropriation.
Support N2N6 with the development of C4I requirements for Military Construction (MILCON) projects.
Attend conferences and meetings and report meeting details to N2N6IP1.
QUALIFICATIONS
Must have an ACTIVE and CURRENT SECRET federal security clearance
Bachelor’s degree from an accredited college or university, preferably in one of the following fields: Computer Sciences, Cybersecurity, Information Technology Management, Data Science, or Operations Research
POM Process Expertise
Minimum Experience Required: 5 years overall experience (Active/Reserve Duty, DoD Civilian, or Defense Contractor) with at least of 3 years as a member of a POM development and integration team in at least one the following areas:
Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance (C4ISR) systems
Information Technology (IT)
Space systems
Signals Intelligence (SIGINT)
Electronic Warfare (EW)
Cyber
Meteorology/Precise Time and Astrometry
PPBE Databases
Minimum Experience Required: 5 years overall experience (Active/Reserve Duty, DoD Civilian, or Defense Contractor) with at least of 3 years as a member of a POM development and integration team using at least one the following systems:
PBIS
RAPS
SNaP
Or other similar DoD programming management database
Organizational Expertise
Minimum Experience Required: 5 years overall experience (Active/Reserve Duty, DoD Civilian, or Defense Contractor) with at least of 3 years as a member of a POM development and integration team working with at least one the following organizations:
OPNAV N8
OPNAV N9
FM&C
Budget Submission Office (BSO)
Or other similar Navy, DON or DOD program development organization
Excellent communication skills both verbal and written
Ability to interact professionally and collaboratively with others
Must be self-motivated, a fast learner, complete tasks with minimal direction and supervision
Must be a U.S. Citizen
Must be able to obtain favorable adjudication of security screening/background investigation
