Responsibilities Responsible for overall management of the DMWR NAF Support Division. Provides policies and guidance to ensure attainment of the established objectives of the division. Performs as the liaison and coordinates programs with AAFES and other garrison agencies. Provides leadership and supervision. Communicates mission and organization goals to subordinates. Applies knowledge of programming, planning, and budgeting and long-range MWR resources. Directs, develops, and administers plans and procedures; and implements regulations to ensure functions are carried out in accordance with governing laws, policies, regulations, and professional standards of service. Directs and develops finance and accounting operations. Maintains accounts. Establishes current and long-range programs. Prioritizes programs and projects in terms of user needs and affordability. Reviews and evaluates progress of program plans. Analyzes statistical variance data and budget reports. Measures established program performance standards. Observes and evaluates subordinate activity for effectiveness of leadership and operation. Meets with program/activity managers, coordinates the implementation, and approves plans to meet the garrison objectives and goals by functional area. Establishes and maintains internal control and audit procedures to ensure that personnel and funds are used in accordance with governing regulations. Serves on a variety of activity councils to keep informed of operations and/or to coordinate programs and requirements. Serves as the garrison focal point for DMWR Support Management policies and practices. Maintains liaison with off-installation civilian and/or military related social and special service-related organizations. Performs other duties as assigned. Requirements Conditions of Employment Qualifications Qualification Requirements: Work Experience directing/managing one or more DMWR Support Management programs for a Garrison, or similar civilian community, for at least one year. Knowledge of programming, planning, budgeting, and long-range planning. If providing a resume, the information provided on your resume should be clear and specific. Highly Preferred: Three (3) years of supervisory experience managing Non-Appropriated fund (NAF) civilian personnel. Three (3) years or more experience with Non-appropriated Fund (NAF) budget planning and execution to include Capital Purchase and Minor Construction. Three (3) or more years of experience with NAF procurement, NAF financial management, personnel management, and inventory control. At least one (1) year of work experience directing / managing one or more DFMWR NAF Support Services (Marketing, Financial Management Branch, MWR IT Support, etc.) programs.
