Position Title: Multi-Level Project Controls Engineer / Specialist
Work Location: INL Site
Shift Schedule: 4 x 10, M - Th
Salary Midpoint: \$91,055 - \$115,985
Position Purpose:
Produce and analyze schedule and cost status reports
Perform data verification/validation
Create monthly Earned Value Management System (EVMS) reports
Review project progress
Utilize project data systems
Provide estimate development and proposal support
Maintain the Performance Management Baseline (PMB)
Support management team at meetings, i.e., Project Performance Reviews,Project Status Reviews, Monthly Status Reviews, Life-Cycle Baselinemeetings, funding meetings, and misc. data calls.
Support internal DOE, I.G., and GAO audits as required
Make recommendations for innovative ideas or approaches to processes andprocedures to increase efficiency and effectiveness
Responsible for completion of assigned training,qualifications/certifications, assigned reading, and required readings
Provide support for cost savings initiatives
Responsibilities also include supporting the control account manager(CAM) and project team to develop work package budgets and scheduleactivities as part of the PMB.
Preferred skills:
Critical Path Method (CPM) scheduling experience
Forecasting experience utilizing bottoms-up or estimating approach(Estimate at Completion)
Cost and data analysis
EVMS including Baseline Management and Change Control
Ability to communicate effectively with a variety of project teammembers
Advanced Excel experience
Familiarity With Deltek Cobra. Oracle Primavera P6, and Deltek CostPoint

Minimum Qualification Requirements (Education/Experience):
Specialist: BS/BA degree + 2 years relevant experience, or equivalent
Specialist II: BS/BA degree + 5 years relevant experience, or equivalent
Specialist III: BS/BA degree + 8 years relevant experience

Communicate using a variety of media andmethods, with focus on verbal and written skills; and presentationskills to the degree required for work utilizing Excel, PowerPoint,Word, Microsoft Office, Outlook, and/or other software as appropriate.Communication skills enable coordination of various tasks and assignmentactions.
2. Organizational Skills. Organization skills required to effectivelymulti-task and provide quality support to a large volume of projects andcustomers. Ability to appropriately prioritize work and adjustpriorities as needed to ensure meeting required commitments.
3. Teamwork Skills. Interpersonal relationship skills required toeffectively work with peers, managers, and custo ers both within andexternal to the organization and company. Must work well with all levelsof Idaho Environmental Coalition organization. Must possess companylevel understanding of safety requirements and accept responsibility forpersonal and co-worker safety.
4. Versatile, Adaptable, and Initiative. Must have capability andwillingness to adapt to the changing environment, requirements, and/orassignments with a demonstrated positive can-do attitude. Requiresinitiative to learn new processes, procedures, requirements, andsoftware, etc., in a timely manner. Initiative required to seek outhelp, find solutions/answers, volunteer for assignments, and supportothers when needed.
5. Work independently and accept responsibility, demonstrateappropriate judgement and decision making. Demonstrated ability to workwith minimal to no supervision and accept responsibility for productsand actions.
