The Opportunity
Abt Associates seeks a qualified Monitoring, Evaluation and Learning (MEL) Advisor for the anticipated USAID-funded bilateral Kyrgyzstan Tuberculosis (TB) Activity based in Bishkek, Kyrgyzstan. The project aims to support TB elimination through improved detection, treatment, and prevention of TB, especially drug resistant tuberculosis (DR-TB) in Kyrgyzstan. This activity will implement locally generated solutions to improve TB diagnosis, treatment, and prevention services and reduce the burden of TB in Kyrgyzstan, prioritizing data for decision-making, management capacity, domestic financing, and technical capacities of health institutions, communities, and civil society to reach all persons at risk of TB to prevent, detect, and successfully treat all forms of TB.

This position is contingent upon award of the Kyrgyzstan Tuberculosis project to Abt Associates.
Core Responsibilities
In line with USAID’s TB Strategy, the United Nations High Level Meeting on TB targets, Kyrgyzstan’s national TB strategy and the WHO Multisectoral Accountability Framework for TB (MAF-TB), the MEL Advisor lead the design, development, and implementation of the project’s MEL Plan, including developing relevant indicators and collection mechanisms, and reviewing the MEL Plan annually.
Develop and implement the project learning strategy including implementation research activities to advance TB knowledge domestically, regionally and globally.
Collaborate with the national TB program and other stakeholders to support data quality reviews, ensure relevant data is collected and analyzed, and support improvement in use of data for decision-making.
Manage a rigorous approach to M&E to measure performance toward specific goals and objectives, including quantitative, qualitative, and participatory methodologies as well as collaborating with existing local M&E platforms and stakeholders.
Design data collection tools, schedules, analysis methods, and applied learning approaches for stakeholder training.
Develop mechanisms to establish feedback loops to ensure that learning approaches and trainings inform and contribute to achievement of objectives under communications and training activities.
Identify and oversee any other evaluations or assessments necessary through the project life cycle to help meet the project goal and objectives.
Oversee and lead qualitative and quantitative data collection processes and strategies.
Contribute to quarterly strategy reviews as well as drafting core components of program progress reports to donor.
Practice adaptive management to derive lessons learned and best practices from project activities, ensure that activities are responsive to continuous MEL findings, and contribute to quarterly program evaluations.
Design and maintain integrity of project’s MEL database.
What We Value
Master’s degree in a related field of study + 10 years of relevant experience; or Bachelor’s degree in a related field + 16 years of experience;
Demonstrated experience in the monitoring, evaluation and analysis of health development projects with at least 5 years' MEL experience working on a USAID project.
Demonstrated experience in designing surveys and development assistance program monitoring systems.
Demonstrated experience in development of data visualization tools using platforms such as Power BI or Tableau.
Proven skills and experience to develop methodological tools and instruments for monitoring and evaluation such as indicator reference sheets, data protocols, and analytical frameworks.
Excellent coaching and presentation skills.
Professional knowledge of written and spoken English and fluency in Kyrgyz and Russian.
