The primary purpose of this position is to broaden the skills and/or enhance the leadership perspective of an identified, high-potential manager/executive; it is not a continuing position and assignment duration is NTE 36 months. Responsibilities DUTY 1: Performs Career Broadening assignment. Functions as the Air Force Futures' Sensing Grid, ISR, and Weather Integrations Chief, providing creative, technical, and scientific solutions to the AF's greatest strategic challenges. Oversees and provides scientific direction for developing current and future Service concepts and advises Air Force development programs on application of appropriate scientific solutions and designs to new and evolving requirements. Provides weather subject matter expertise to deliver the integration and understanding required to guide and direct future AF force transformation through concept-driven, threat informed capability development. Maintains full awareness of DoD, government, academic, and commercial research and development activities applicable to the mission, and recommends appropriate science for evaluation, integration and application. Recognizes and identifies the need of interagency integration and provides advocacy for joint and service-specific research initiatives and programs that will benefit AF. Interacts with planners, senior personnel, and scientists within the AF, DoD, national and international meteorological, climatological and space weather communities. Coordinate force design, capability development, and budgeting activities across the DAF, Joint Force, Partner Nations, and civilian partners to ensure future AF Design implementation. Participates in strategy development, provides input for developing Joint Capabilities Integration and Development System (JCIDS) documents, facilitates staffing including presentation to the Air Force and Joint Requirements Oversight Councils, develops briefings, coordinates approvals, and documents decision materials. Facilitates team subject matter expert participation; develops draft objective input; and provides subject matter analysis, drafts report input, and reviews subsequent reports. Develops requirements IAW DoD regulations and JCIDS process. Conducts studies to improve operations, weapons, weapon systems, weapons systems support, training, and strategy; and to furnish data for higher-level headquarters decisions. This involves design of evaluations, analysis of data, determines operational implications of statistics generated from the data, assurance of high-quality evaluation documents, and application of results to the requirements process. Develops and recommends modifications to systems and programs around doctrine, tactics, and concepts of operations that track Air Force, OSD, and joint planning documents. DUTY 2: In a Career Broadening capacity, assignments involve maintaining continuous liaison with Air Staff, other Service headquarters counterparts, DOD offices, United States government (USG) agencies, and international partners to ensure USAF future force design and enterprise-wide planning is consistent and integrated throughout the defense community, USG, and international partners. Prioritizes USAF GIISR plans and programs to align with the national defense strategy and future USAF force design. Integrates enterprise-wide projects across the USAF, Joint community, and partners to seamlessly execute the GIISR and the USAF missions. Provides results of studies, analyses, and evaluations to counterpart agencies to share experiences and resolve controversial matters, and thereby improve overall defense level planning in areas of assignment. Promotes interchange of information on requirements, capabilities, deficiencies, and technology applications in the area of specialization. DUTY 3: Performs Career Broadening assignments by researching, initiating, and executing complex, specialized ISR and meteorological projects. Applies scientific knowledge and Air Force military weather operations and training experience to analyze, develop, and evaluate detailed plans, goals, and objectives for implementation of Air Force strategic plans and programs. Explores and evaluates emerging and existing technologies from across industry, academia, and the US Government that can fulfill and/or alter the future AF Design and concepts to include exploration of relevant environmental (terrestrial weather, hydrology, space weather (electromagnetic spectrum effects), etc.) technologies and research. DUTY 4: As a Career Broadener, prepares and delivers oral presentations such as briefings, training sessions, consultations, and strategy sessions with other Air Staff service functions and activities to secure cooperation, resolve controversial matters, and convey information relative to proposed changes in program(s). Develops and prepares a variety of correspondence and other documentation, i.e., formal letters, position papers, reports, staff studies, staff summary packages, briefing, charts, bullet background papers, etc. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions. BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT (IOR): Degree: meteorology, atmospheric science, or other natural science major that included: At least 24 semester (36 quarter) hours of credit in meteorology/atmospheric science including a minimum of: Six semester hours of atmospheric dynamics and thermodynamics; Six semester hours of analysis and prediction of weather systems (synoptic/mesoscale); Three semester hours of physical meteorology; and Two semester hours of remote sensing of the atmosphere and/or instrumentation. Six semester hours of physics, with at least one course that includes laboratory sessions. Three semester hours of ordinary differential equations. At least nine semester hours of course work appropriate for a physical science major in any combination of three or more of the following: physical hydrology, statistics, chemistry, physical oceanography, physical climatology, radiative transfer, aeronomy, advanced thermodynamics, advanced electricity and magnetism, light and optics, and computer science. OR Combination of education and experience -- course work as shown above, plus appropriate experience or additional education. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Broad expert knowledge of (a) DoD and AF regulations, instructions, policies, and procedures in the field of meteorology, (b) meteorological methods, guidelines, standards, and research techniques and (c) the application of weather operations and training expertise as they apply to programs and weapons systems. Mastery of knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans, programs, and procedures for conducting major operations such as war, military operations other than war, mobilization, deployment. Expert knowledge of the relationship of the various Air Force entities involved in overall planning and execution of military operations and evaluations. Skill in managerial and coordination activities sufficient to manage and review multiple studies of future capability requirements with many variable or unknowns including mission changes, future technology, and competing organizational interests. Ability to Lead effectively (a) resolve highly complex, difficult, and controversial meteorological problems and issues, (b) inspire, motivate and persuade others towards goal accomplishment and (3) coach, mentor, and challenge subordinates and coworkers. Ability to plan, organize, and direct program functions; lead others in studies or projects and to negotiate effectively with management to accept and implement recommendations. Ability to communicate effectively and professionally, both orally and in writing, clearly, concisely, and with technical accuracy; regularly interfaces with atmospheric scientists, geophysics, and engineers and must be able to converse on the appropriate level to review and evaluate scientific papers and concepts. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education IF USING EDUCATION TO QUALIFY: If position has a positive degree requirement or education forms the basis for qualifications, you MUST submit transcripts with the application. Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items.
