Summary:
This position is responsible for the leadership/management of the Division of Surgery Education in the Department of Surgery across all ten clinical Divisions. Responsible for the oversight and management of all education programs involving medical students, residents and fellows, practicing surgeons, and non-surgical personnel. The scope includes 160 faculty, 166 house staff, 250 medical students,, 5 staff, and $ 4 M budget. The incumbent provides direct advice and counsel to the Chair, Vice Chair for Education, Executive Committee, Program Directors, Division Chiefs and Department Business Directors, faculty, house staff, students, and others within and outside the Department (regulatory bodies, GME office, SOM, and CPUP Departments).Responsibilities:
Graduate Medical Education
Manages all DOS residency and fellowship programs including oversight of residency & fellowship coordinators in GEN SURG, VASC (Direct and Fellowship), THOR (Direct and Fellowship), TXP, PRELIM, URO, PLAS, CARD, TRAU, SCC, ROBOTIC, BREAST, MICRO SURG, CFF, CRS, and SIM Fellow.
Supervise all housestaff in the Department of Surgery.
Confidentially reviews faculty-housestaff-student evaluations, makes recommendations to the Program Directors, and meets with housestaff as needed. (MedHub)
Responsible for evaluation and selection of housestaff via the National Resident Matching Program utilizing ERAS (electronic residency app system)– over 1300 applications annually for GEN SURG.
Collaborates with residency coordinators of subspecialty programs rotating through Surgery (OTO, ORTHO, NSURG, OMFS).
Maintains a current understanding of H1-B and J1 visa requirements and State medical licensure standards to ensure timely onboarding of foreign medical graduates.
Creates effective Department of Surgery internet and intranet and other marketing materials.
Oversight of the creation and maintenance of all SURG programs house staff schedules (master schedule) to ensure accuracy. (Qgenda)
Works with affiliate hospitals to arrange annual assignments for 90 rotating housestaff annually (CHOP, VA, PMC, LANK, MERCY, EASTON, STLUKES, PAH).
Participates in Resident Research Exec Comm to review and approve annual research plans of housestaff.
Collaborates with program directors and surgery simulation director to develop curriculum for surgery simulation.
Participates in weekly Division of Surgery Education meetings.
Participates and prepares materials for semi-annual Clinical Competency Committee meetings and annual Program Evaluation Meeting.
Continuing Medical Education
Provides oversight and management of the SURGERY CME and programs for physicians (housetaff, nurses and medical students).
Provides leadership in Surgery Simulation and housestaff procedure credentialing.
Ensures required course documentation is properly maintained and submitted to SOM CME office to obtain credits.
Collaborates with the Office of General Council to ensure contracts and sponsorship with industry partners meet all Departmental standards.
Medical Student Education
Manages with oversight of the student education coordinator the medical student education program including scheduling, evaluations, communication and coordination with the School of Medicine.
Provides leadership in simulation and procedure credentialing for students.
Budget and Financial Management
Responsible for the Division’s budget planning and development process for both the hospital and clinical practice budgets ($4M).
Reviews, analyzes, and manages division finances including hospital, university and training grant budgets.
Reviews housestaff travel expenses to ensure set per diems and policy guidelines are not exceeded.
Provides managerial direction and oversight of housestaff cell phone services and devices.
Oversees coordination of housestaff social events sponsored by Surgery Education.
Approves purchasing requests and reimbursements for the Division and all Departmental education expenses.
Ensures detailed reporting and accuracy of block schedules submitted to the GME officefor Medicare reimburse calculations.
Collaborates with Harrison Surgical Research Department in funding and assignments of housestaff.
Management and Reporting
Maintains a firm knowledge and current understanding of State medical licensure standards, medical staff bylaws, UPHS policies and procedures, American Board of Surgery and specialty board policies, ACGME standards, and Medicare reimbursement rules.
Ensures maintenance of accurate housestaff records for all active and alumni staff including training dates and rotations, initiation of personnel actions, payroll information, and hospital and department benefits.
Oversees operative case recording by housestaff and reviews monthly reports for deficiencies (REDBOX).
Provides yearly reports to national organizations governing residency program -- American Board of Surgery, American College of Surgeons, Residency Review Committee for Surgery, ACGME and ensures program adheres to all policies and requirements of these organizations.
Provides reports and information to Graduate Medical Education office.
Prepares RRC reports (PIFs) for site visits, semi-annual Milestone reports and ensures compliance with the requirements of the RRC at all times.
Ensures compliance of ACGME work rules through monitoring weekly duty hour reports and monthly anonymous surveys.
Participates in Division of Surgery Education Executive Committee to review and discuss all aspects of the education enterprise.
Policy and Contract Administration
Establishes and maintains education activities and standards consistent with regulatory, licensing and accrediting standards and UPHS mission.
Develops and manages effective communication processes to housestaff and medical students to ensure adherence to department, university and hospital policies and procedures.
Creates and maintains contractual agreements, utilizing GME and ACGME guidelines, for surgical residents rotating from affiliated hospitals.
Obtains yearly state licensing and contractual agreements of all housestaff.
Processes yearly benefit and salary paperwork on all residents and fellows in Surgery.
Obtains and maintains accreditation status from the American College of Surgeons as a comprehensive education institute.

Certifications/Degree Requirements:
Bachelor’s degree is required. Masters degree is preferred.
Work Requirements:
3 to 5 years experience with progressive responsibilities required. Strong preference for hospital/medical center background and experience with undergraduate, graduate and continuing medical education. Financial management or accounting knowledge and experience is preferred. Significant successful past program leadership a major competency.
