　　 Key Responsibilities Leads Subcontracts teamSources and procures specialized goods and servicesOwns contractual management for the supplierResponsible for source selection from contract proposal to execution phasesDevelops subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or servicesIdentifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiationsManages performance of subcontracts, ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulationsEnsures that appropriate documentation is provided to logistics/transportation & warehouse organization so that proper receipt is recorded. Manages and develops strategic/key suppliersReviews and approves supplier payment as neededUtilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvementPrevious experience with Export compliance and International Basic Qualifications: Must have a Bachelor's Degree with 5-years, or a Master's Degree with 3-years or High School Diploma/Equivalency with 9-years' combined experience; combined experience in any of the following: Subcontracts Management, Procurement, Program Management, or Contracts ManagementMust have knowledgeable in FAR and DFARSMust have subcontract management experience for subcontracts in excess of $20 MillionMust have 2 years of Leadership experience - Manager or Team Lead experience is acceptable Ability to obtain and maintain a US Government DoD Secret clearance. 　　The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

　　Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
