Job Duties/Scope Of WorkJOB SUMMARY:HMIS Procurement requires a Subcontract Services Manager responsible for the overall subcontract award and administration of various support service and software subcontracts. This position will be responsible for the management of a group Procurement Specialists managing subcontracts and providing support to the overall procurement program and functional areas within HMIS. When required, performs in a cross-functional role within the Procurement team or for other business elements, e.g., finance, law, and operations.Essential job duties of this position include:- Provides leadership to assigned procurement team to ensure compliance with procurement policies, procedures, and regulations.- Oversees risk management for service contracts and agreements administered by the Service Subcontracts department.- Develops strategies in finding cost-effective methodologies that meet regulatory compliance standards.- Compliance with the approved procurement system and associated procedures, as well as best practices.- Interacts with both internal and external customers, the public and regulatory agencies.- May engage in direct negotiations with internal and external customers or vendors to resolve contract issues among involved parties.- Mentor and train less experienced procurement specialists by reviewing contracts for legal and policy compliance, monitoring and enforcement of contractual obligations.- Determines schedules, sequences, and assignments for work activities, based on work priority and skill of personnel.- Monitors employees' work levels and reviews work performance.- Recommends or initiates personnel actions, such as hires, promotions, transfers, etc.Basic Qualifications- BA/BS degree - OR - an equivalent combination of education and experience.- Progressive experience in procurement or contracting (prime or subcontract) experience.- Must have experience in management/leadership - OR - a prior leadership role or capacity (lead, project management, supervisor, etc).- Demonstrated ability to motivate and develop personnel.- Experience with Federal Acquisition Regulations (FAR) as well as Department of Energy Acquisition Regulations (DEAR).- Excellent written and verbal communication skills.- Strong computer and systems skills.- Must be able to mentor less-experienced procurement professionals.- Excellent presentation, teambuilding and leadership skills, including the ability to effect and manage change.Desired Qualifications- 10 or more years of related experience desired but not required for consideration.- Department of Energy experience desired but not required for consideration.- Experience with purchasing systems including Asset Suite, IDMS, etc.- Certified Federal Contract Manager (CFCM) or Certified Professional Contracts Manager (CPCM).- Certifications from the National Contract Management Association or other Professional Certification in Contract Management.Compensation & Benefits Grade 20: $122,813 - $154,838Grade 21: $135,188 - $170,463HMIS offers a comprehensive benefits package that includes medical/dental/vision, short-and long-term disability, life insurance, 401(k) with employer match, and paid time off.
