  Under the leadership of the Director, Transmission Planning & Operations, this position plans, organizes, and directs the real-time engineering and energy imbalance market operations support for SMUD's bulk power system and the Western Energy Market involving engineering analysis, software performance, maintenance, and documentation activities for the safe and reliable operations of the SMUD Transmission Operator Area and the BANC Balancing Authority Area.

  Describe your knowledge and experience in supporting real-time operations in a Balancing Authority and/or Transmission Operator area with regards to real-time engineering (Operations Engineering) and energy imbalance market operations. Indicate where your experience was acquired and the number of years of experience performing or overseeing this work.

  Describe your leadership experience, specifically as it relates to the real-time operations of a Balancing Authority and/or Transmission Operator Area. Describe other leadership experience you may have. Please indicate your experience supervising in a Professional and/or Organized Labor environment.   Describe your knowledge and experience in supporting real-time operations in a Balancing Authority and/or Transmission Operator Area with regards to an energy imbalance market, such as the CAISO's Western Energy Imbalance Market (EIM) Operations. Indicate where your experience was acquired and the number of years of experience performing or overseeing this work.

  Describe your knowledge and experience in Transmission Network Applications, Operator Training Simulators, and Full Network Models from a real-time engineering perspective. Indicate where your experience was acquired and the number of years of experience performing or overseeing this work.

  Describe your experience with the NERC/WECC Reliability Standards, specifically Operating Standards, including compliance audits, self-certifications, etc. Indicate where your experience was acquired and the number of years of experience performing or overseeing this work.

  Purpose

  To provide supervision for staff, and expertise and leadership, over engineering support for the operation of the BANC Balancing Authority (BA) bulk power system, provide for reliable operation of SMUD’s generation and transmission assets, and coordinate reliable operation of the generation and transmission for other entities within the BANC BA. Coordinates operations with other entities including CAISO, PG&E, WAPA, TANC, etc. to ensure the safe, reliable, secure, and compliant operations of SMUD and the BANC BA in accordance with the NERC and WECC Reliability Standards, as well as BANC’s operation as a CAISO WEIM entity.

  Nature and Scope

  Assists in the development, implementation and management of department goals, objectives, policies and priorities in partnership with the department Director; selects, trains, motivates, evaluates and develops subordinate personnel; ensures department strategic objectives and priorities are achieved and coordinated with other departments, with external entities internal to the SMUD transmission system and BANC BA, as well as with interfacing transmission operators and balancing authorities.

  Duties and Responsibilities

  Manages operations engineering and energy imbalance market operations support, and provides recommendations for real-time system operations; ensures the efficient and reliable operations of SMUD’s transmission and energy systems by planning, organizing, coordinating, and directing the operations, repair, and restoration of the transmission and energy systems.

  Acts as point of contact for SMUD’s reliability operations; works closely with SMUD internal departments, BANC entities, and the California ISO to identify and resolve reliability operations concerns as needed.

  Oversees the Operations Engineering group to assure adequate staffing levels and work quality in order to meet defined objectives and assigned responsibilities by interpreting and executing SMUD policies and procedures that affect resource groups; recommends modifications to operating policies; advises resource units or tasks and operations as required to solve complex problems; ensures staff safety and prevention of personal injury and equipment loss; acts to ensure project and operational schedules and budgets are met.

  Guides and coordinates the preparation and maintenance of Standard Operating Procedures for power system operations.

  Provides technical input to improve SMUD’s generation and transmission systems by performing complex evaluation to support technical planning activities, monitoring electric system performance, assessing data from system outages and abnormal operations to recognize deficiencies and identify root causes, recommending system improvements and implementing those recommendations that are approved by management, and providing design input on all aspects of SMUD’s energy resources to ensure correction or improvement in aspects of system design and operations.

  Plans and guides the performance of technical assessment on utilization and reliability of SMUD’s generation and bulk transmission system by overseeing modeling of the utility system and directing development of plans for the effective, efficient use of generating and transmission assets.

  Performs evaluation of system operating configuration, data requirements, load growth and performance characteristics to serve as the basis for providing written operating procedures and guidelines, maintaining system integrity, indentifying long and short-term power system requirements, and recommending configurations and operations of SMUD’s electric system.

  Provides input to and participates in activities associated with enhancements of the Energy Management System to support system operations requirements by assisting with development of one-line diagrams, data displays and other tools to aid and assist in operating the bulk power system.

  Contributes to the effective management of the department by participating in the development of new procedures and policies, coordinating with other unit managers in planning of department goals and budgets, reviewing logs of system configuration and operations, producing accurate and timely reports, and providing management reporting of unusual situations or problems with operations.

  Coordinates in the investigation and evaluation of emergencies such as interruptions to systems services; reviews and approves repair strategies after considering impacts to system operations and service levels.

  Assumes responsibility for sponsored projects including budget, design, construction, testing plans, testing, and coordination for the new facilities.

  Additional Duties and Responsibilities

  Assists in developing and administering the department budget by monitoring unit budget expenditures against plan, identifying and reconciling budget anomalies, monitoring and revising schedules including expenditures and assignments as warranted, reviewing end-of-year budget results, developing unit budget recommendations for the next fiscal year, and participating in the review of preliminary department budget recommendations.

  Performs related duties as needed to include working outside of typical business hours when necessary.

  Required Education

  B.S. in Electrical Engineering from an accredited college or university.Required Experience Qualifications

  10 or more (10+) years of progressively responsible work experience in the design, operation, and maintenance of power transmission and substation systems; modeling and reliability, including areas of generation and transmission operations; planning, directing, and supervising the work of others; and understanding the physical and contractual arrangements governing the regional energy market interactions.Required Licenses/Certificates

  Valid California Driver's license with a satisfactory driving record.

  Knowledge Of

  Regional transmission and generation systems; methods and techniques for planning, organizing and overseeing work activities; practices for delegating, assigning and reviewing work assignments; fundamentals of effective supervision; methods and techniques for training staff; techniques and concepts related to teamwork; practices related to managing the bulk power system to contractual requirements; procedures and practices for monitoring and managing projects; generation and transmission physical characteristics, costs and operating practices; current utility industry structure and applicable federal, state and local regulations; industry reliability rules, standards and practices; theory of power operation; load flow and stability calculations; techniques for utility system modeling and model development; fundamentals and practices of power system planning; procedures and practices for monitoring and managing projects; procedures and practices for overseeing contractor’s/consultant’s work activities; safety policies, practices and procedures; interrelationships between utility operations and relevant external entities; methods and techniques for record keeping; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards; methods and techniques for report preparation and writing.

  Desirable Qualifications

  Professional Engineering License in Electrical Engineering with the State of California.

  NERC Certified RC Operator certification.
