POSITION PURPOSE
Provide the Company with technical and supervisory expertise necessary to operate, control, and monitor generation resources on the bulk electric system on a 24-hour basis within the Midcontinent Independent System Operator (MISO) market.
DUTIES AND RESPONSIBILITIES
Deals with complexities of the interconnected electric system operations, supervises meeting customer demands for electric energy, and ensures stability and reliability of the bulk electric system as it pertains to Balancing Authority functions.
Has the authority during emergency conditions to take or direct timely and appropriate real-time actions, has the authority to shed firm load to prevent or alleviate System Operating Limit Interconnection or Reliability Operating Limit violations, complies with all applicable North American Electric Reliability Corporation (NERC) Reliability Standards as well as any Midwest Reliability Organization (MRO) Standards, and ensures the safety of personnel and equipment involved in all areas of generation control.
Has direct and immediate impact on corporate budgets approximating $100 million annually, profit margins, as well as the Company's investment in generation facilities.
Ensures compliance with all NERC Reliability Standards, MRO, MISO, PJM, and all other regulatory policies and procedures including the authority to shed firm load. Is responsible for establishing written procedures used internally to ensure compliance. This responsibility requires the employee to be aware of and understand the Reliability Standards and policies and procedures that affect this position.
As the Balancing Authority, is responsible for and has the authority to implement real-time actions to ensure the stable and reliable operation of the Bulk Power System. These actions may be performed at the sole discretion of the Manager Generation Operations without obtaining approval from higher-level personnel.
Directly supervises Generation Operations Supervisor (GOS) (Level I, II, III) positions.
Supervises monitoring of critical aspects of electric energy systems including electric system load, frequency and voltage, MISO electric area control error, electric energy flow from system generation and interconnections, and weather forecasts/changes that can have an impact on system operations as a Balancing Authority.
Directs and coordinates various operations while ensuring the safety of Company personnel, equipment, and the general public. These may be critical or potentially hazardous functions required for the electric system including electric generation unit control for safety, stability, and optimization.
Coordinates all generator testing to ensure compliance with MISO procedures and NERC Standards.
Analyzes unit commitment and generation scheduling decisions.
Supervises the response to system disturbances while ensuring the safety of Company personnel, equipment, and the general public including analyzing events, alarms, or indicators signaling the disturbance; initiating corrective actions necessary to minimize outages and/or possible equipment damage during the disturbance; taking steps to eliminate the problem or prevent its escalation; and notifying other Operations personnel as appropriate.
Monitors regulatory policies related to energy supply operations including policies set by American Transmission Company, LLC (ATC); MISO; NERC; MRO; Federal Energy Regulatory Commission; Public Service Commission of Wisconsin; and neighboring regional transmission organizations. Makes system energy and fuel supply changes to comply with state and federal environmental regulations including Clean Air Action Days and Emergency Plans.
Attends and participates in job-related conferences. Accomplishes and maintains a strong network of contacts amongst peers.
Represents the Company on various regional committees and groups responsible for setting operational policies and procedures for Generator Owners and Balancing Authorities.
Provides current information to various internal Company groups to enhance operation of generation assets and optimize scheduled generation outages.
Optimizes scheduled generation outages with MISO and ATC, records forced generation outages in Control Room Operation Window, matches generation to load, maintains operating reserves, maintains records of joint plant operation, and maintains tie line accuracy.
Continues education during formal training sessions, on-the-job training, and self-training concerning all aspects of the job. Completes all required training. Maintains NERC certification by accumulating the required amount of annual continuing education credits.
Maintains various records for reconciliation/accounting purposes and as verification/reference sources regarding system conditions and daily operations including records, logs, files, recording instruments, static diagrams, charts, and routine entry of data into the computer at specified hourly, daily, and monthly intervals or as required.
Monitors work performed by GOSs in assisting Distribution Systems Operations Supervisors (DSOSs). This involves setting expectations of work to be performed, ensuring proper training for GOSs is provided, managing workload to appropriately balance primary GOS duties with DSOS needs, and reviewing performance with other affected area managers.
Makes policy, procedure, and practice suggestions to management on all aspects of operations in an effort to continually improve corporate efficiency, reliability, and customer service. Strives to find ways to achieve articulated corporate and departmental goals.

QUALIFICATIONS
Education and Experience
A bachelor's degree in engineering, engineering technology, power systems, business, or an associated discipline.
Minimum of five years of experience in electric utility systems, at least three of which have been directly related to control area operations.
Maintain North American Electric Reliability Corporation (NERC) system operator certification of at least the Balancing Authority/Transmission level.
Demonstrated success with managing, training and mentoring teams.

Full working knowledge of Company generation facilities, bulk power contracts, standard and emergency operating policies and procedures, and environmental regulations that apply to electric operations.
Knowledge of NERC operations policies, regional transmission operations guides, coordination of bulk power transactions, and the workings of interconnected companies' generation and transmission systems.
Able to be on call to provide assistance to real-time operations personnel.
Able to exercise good judgment and poise under stressful working conditions both physically and psychologically.
Available to travel to out-of-state meetings and training sessions on a periodic basis.
