Responsibilities
Reporting to the Assistant Director of the Project Management Office (PMO), the selected candidate will be responsible for the oversight, tracking and reporting efforts associated with the PMO’s mission of overseeing Agency’s capital project on-time, on-budget and on-plan delivery performance, as well as the management and oversight of the risk assessment process.
Tasks include:
1) establishment of the annual schedule and cost baselines;
2) monitoring and reporting delivery progress and performance;
3) assisting business line departments such as Aviation, Tunnels, Bridges & Terminals, PATH, Port, World Trade Center, Major Capital Programs and Security, in identifying delivery challenges, determining root causes and verifying mitigation actions being taken;
4) overseeing the performance of risk assessments to support line departments in the establishment of project contingency for capital projects; as well as
5) coordination of the lessons learned process and sharing best practices and knowledge identified with agency project delivery community.
The Manager of Delivery Improvement will be responsible for the direct supervision and management of several expert consultant teams responsible for project delivery oversight and risk management. In addition, the Manager will be coordinate with the Project Controls, Project Management Systems and Project Management Standards units within the PMO.
This position will be responsible for:
Support of Agency and Department Strategic Development
Provide analyses, strategies and implementation approaches to support agency initiatives, objectives and goals while maximizing positive department impacts.
Assist in planning, obtaining and developing department resources to achieve these initiatives, objectives and goals.
Project Delivery Support:
Coordinate with the Capital Planning Division within the PMO and the agency line departments with delivery responsibilities to establish and confirm schedule and cost baselines for all active and planned projects and programs as well as document their concurrence and commitment to all baselines.
Utilize the existing Capital Plan Dashboard to identify on-time, on-budget and on-plan delivery challenges, investigate and determine root causes. Verify that mitigations actions are being taken, as well as the effectiveness of respective corrective actions.
Work with other PMO units and resources to perform analyses per management requests. Provide delivery performance reporting and presentation to senior management.
Risk Management:
Maintain and update established risk management process, guidelines, and procedures.
Oversee, plan and manage the staff workload, workshop execution, report drafting and publication.
Provide and publish high-level summaries to all line departments as well as senior management. Promote best practice based on collective exercise results.

Qualifications
Candidates must present the following to be considered eligible for this position:
Five years of progressively responsible, project and program management experience in concurrent, complex, infrastructure projects;
Demonstrated thorough knowledge of capital project delivery process – from inception, approval, implementation, to turnover and asset operations and maintenance;
Demonstrated skills in navigating large, matrix organizations;
Bachelor’s Degree in Engineering, Architecture, or Business Management from an accredited college or university.

Thorough knowledge of project delivery processes, including engineering design, construction management, construction estimating, project budgeting and scheduling;
Extensive knowledge of project scope management, cost and schedule control and compliance;
Substantive knowledge of policies, procedures and best practice related to project management systems, controls, administration and approvals;
Proven ability to develop intricate program and project strategies to achieve business goals and to understand their impact on various stakeholders within and outside a large and complex agency;
Experience in managing and influencing diverse work groups, project teams and internal and external stakeholders;
Demonstrated superior customer service, decision-making, problem solving, conflict resolution, written and verbal communication, and interpersonal skills;
Recognized leadership qualities in guiding staff to deliver unit tasks and organization objectives;
Professional Engineer or Registered Architect licensed in New York or New Jersey;
Project Management Professional certification.
