About this agency Responsibilities Please Note: Employees will be required to report to their assigned office location at least 2 day per week for non-supervisory positions and 3 days per week for supervisory/managerial positions unless the position advertised is designated as a remote-only position. This position is located in the Office of the Chief Financial Officer of the Export-Import Bank of the United States and reports to the Deputy Chief Financial Officer. The incumbent serves as a Strategic Planning and Deputy Performance Improvement Officer focused on delivering strategic planning and performance improvement consultation and advisement to EXIM's Senior Leadership and Employees. The incumbent is responsible for supporting a culture that recognizes the essential value of strategic thinking, continuous improvement and evidence-based performance. Duties include, but are not limited to: Implements requirements mandated by the Office of Management and Budget (OMB) Circular A-11, Part 6 and the GPRA Modernization Act of 2010 (formerly Government Performance and Results Act of 1993). Serves as EXIM's Deputy Program Management Improvement Officer and is responsible for leading efforts to enhance the role and practice of program and project management. In this role, the incumbent advises leadership in fostering a high-performance culture that empowers employees at all levels of EXIM and enables the organization to work across silos to solve problems. Coordinates and consults with EXIM's Senior Leadership to set ambitious goals that encourage innovation and adoption of evidence-based strategies to influence the advancement of EXIM's mission, services, and stewardship objectives. Includes selecting meaningful goals and measures, designating accountable goal leaders, running effective progress reviews and identifying course corrections, and communicating goals, measures, analysis, and results. Establishes strategic and performance review opportunities for agency leaders to determine goals and priorities; and, conducts data-driven reviews that are critical for creating a results-oriented culture, where leaders and staff debate questions that help them find, sustain, and spread promising practices and policies. Guides EXIM's Senior Leadership in developing strategic plans describing the strategic direction and vision as expressed through the general and long-term goals EXIM aims to achieve, what actions EXIM will take in coordinating resources to realize those goals, and how EXIM will address challenges or risks that hinder progress. With Senior Leadership input, develops Annual Performance Plans that communicate EXIM's strategic objectives and performance goals with other elements of the agency's annual budget request, detailing how goals will be achieved, identifying priorities among the goals, and explaining actions to monitor progress. Tracks implementation of EXIM's Annual Performance Plan and Strategic Plan and reports out progress in EXIM's Mid-year Review and Annual Performance Report. Undertakes special assignments or conduct special studies that impact the overall operations of financial management programs and services. Incumbent determines contacts, resources, and methods necessary to accomplish the special assignment and maintains oversight of all related activities pertinent to the assignment to ensure results are achieved. Works across the agency to improve operational effectiveness and communication of organizational performance by partnering with EXIM's Office of the Chief Financial Officer. Evaluates resource allocations and incorporate performance information in agency budgets, working with the Office of Chief Information Officer and Office of Resource Management to validate capital investments, advance agency goals, and coordinate with the Office of the Chief Human Capital Officer to align personnel with mission priorities. Requirements Conditions of Employment Qualifications Specialized Experience (Credit for Specialized Experience on resume must reflect 40 hours/Full-time per week for each period of work): GS-14: You must have one (1) year of specialized experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least the GS-13 level in the Federal Government or other equivalent pay systems. Specialized experience includes: Experience advising senior executives, program managers and other internal stakeholders in developing an agency's strategic plan including developing a mission, vision, strategic goals, programs; AND Experience leading and overseeing multiple projects, managing projects teams, and developing strategies to deliver on program goals; AND Experience applying change management principles, strategies and techniques to improve an organizations performance; AND Experience developing assessments, analysis, and evaluations to develop and define organizational metrics and standards of organizational performance. Education cannot be substituted for experience at the GS-14 grade level.
