Summary These positions are located in the NW Oregon District, Salem/Springfield Oregon. The primary purpose is to plan and carry out projects to improve the efficiency and productivity of organizations and employees. Responsibilities Salary Ranges - Salem Oregon: GS-11: $78,044 - $101,454 per year and Springfield Oregon: GS-11: $72,553 - $94,317 per year. Major Duties of Lead Management and Program Analyst, GS-343-11 The incumbent will coordinate all administrative workload for the Northwest Oregon District. They will prepare, analyze, and distribute reports for management. Be responsible for conducting studies of staffing levels, work processes, and refine or improve program operations and or management practices within Administration. Analyzes and evaluates policies, procedures, and guidelines, and administrative processes in order to resolve conventional programs and situations. Initiate and track administrative workload across the district. Response to management requests. Communicate effectively with district supervisors and managers and relay all concerns to Deputy District Manager. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the education and/or experience requirements described below. Minimum Qualification requirements, GS-11: You must have one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) Preparing recommendations to implement new procedures and/or organizational changes; (2) Reviewing and analyzing data to determine program effectiveness in attaining goals and/or to develop program measurement criteria; (3) Analyzing organizational policies and operating programs to determine the impact of changes on programs or work operations; (4) Developing new or modified work methods, organizational structures, and/or management operations and (5) Reviewing budgetary reports to determine appropriate changes or corrective actions needed. OR B. Have successfully completed 3 years of progressively higher-level graduate education leading to a Ph.D. or equivalent doctoral degree or LL.M., that demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as business or public administration, management or industrial management, or other related fields. OR C. Have a combination of education and experience described above. (To calculate, first take the number of semester hours or equivalent earned towards a graduate degree, in excess of 36 semester hours, and divide by 18 semester hours or equivalent. Then take the number of months of experience and divide by 12 months. Add the percentages together. The total must equal at least 100 percent to qualify). Status merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study. There is no substitution of education for experience at the grade level(s) of this announcement. Additional Information Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement. You may be required to travel overnight away from home up to 5 nights per month.
