Summary You will serve as the Risk Management Program Manager for the Office of Strategic Infrastructure (OSI), responsible for providing subject matter expertise and leadership for a broad spectrum of risk management activities such as identification, documentation, integration, mitigation, reporting, and escalation. You will develop OSI's strategy, operations, and portfolio to achieve integrated coordination and prioritization of risks to inform infrastructure investments and resource allocations. Responsibilities Lead a comprehensive enterprise-wide risk framework, to include overseeing the planning, development, implementation, and sustainment of OSI’s Risk Management function, to guide Divisions in achieving optimal business decisions. Develop, maintain, and implement OSI’s Risk Management policy, plan, process, templates, and tools in alignment with NASA Procedural Requirements (NPR) 8000.4, Agency Risk Management Procedural Requirements. Provide Continuous Risk Management (CRM) outreach, training, and support using internal and external best practices in alignment with NPR 8000.4. Chair the OSI Risk Management Working Group and represent OSI and coordinate input at several agency level risk forums, including, the Agency Risk Management Working Group (RMWG), Enterprise RMWG, and MSD RMWG. Establish, maintain, assess, and report risk management metrics and utilize continuous improvement to further mature OSI's risk management policies, processes, and tools. Consult and assist with gathering required data and presenting risk data in support of quarterly/annual reviews, Planning, Programming, Budgeting, Execution (PPBE) submissions, and other OSI related meetings. Collaborate with leaders and managers across the OSI Enterprise to address risk concerns and mitigation strategies. Define and monitor the scope of work for contractors involved with OSI’s risk management function and serve as technical monitor in alignment with current certifications. Requirements Conditions of Employment Qualifications Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level Advising senior level and management officials on expert strategies and establishing plans for implementing risk management activities; and monitoring progress towards program goals; Acting as a subject matter expert (SME) on NASA policies and procedures regarding enterprise risk management; Developing, implementing, and maintaining risk management policies, processes, and tools to enhance program effectiveness and efficiency.
