FSC programs are nationwide in scope and have annual revenue exceeding $130 million. The Management Analyst performs a wide variety of financial and administrative management duties to advance the organization's financial and human capital operations and serves as an advisor to program management on operational strategy and issues. Duties Include: Develops goals, objectives, and metrics to manage the budget and financial systems of FSC programs. Evaluates, monitors, and processes Interagency Agreement (IAA) funding documents using OPM's financial and project tracking systems. Develops long-range plans, guidance, data collection and analysis methods for accomplishing projects, studies and/or human capital work. Analyzes program and financial data to identify actual or potential problems, trends, deficiencies, and accomplishments. Collaborates with program management and government acquisition teams to develop procurement/purchase requests, including the Independent Government Cost Estimate (IGCE) and Performance Work Statement (PWS). (BU Code - 7777) Qualifications Applicants must demonstrate that they meet the Specialized Experience requirements as noted below. Specialized Experience: GS-13: You qualify for the GS-13 grade level if you possess one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level or pay band in the Federal service (obtained in either the public or private sectors) performing ALL of the following duties: Managing the finances of a Federal program (e.g., budgeting, expense/revenue tracking, accounts payable and receivable); AND Developing financial reports using data analysis tools (e.g., Excel, Power BI); AND Facilitating financial-related training for staff (e.g., changes to appropriations law, using financial systems, completing financial transactions). Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-12 level is required to meet the time-in-grade requirements for the GS 13 level. You must meet all qualification and eligibility requirements within 30 days of the closing date of this announcement.
