The Louisiana Department of Revenue (LDR) is responsible for fairly and efficiently collecting state tax revenues to fund public services, to regulate charitable gaming and the sale of alcoholic beverage and tobacco, and to support state agencies in the collection of overdue debts. Collectively, each program, unit, division and group work together to provide the core services to taxpayers of the State of Louisiana and stakeholders of the agency. LDR is comprised of the following groups: Tax Collection, Charitable Gaming, Alcohol and Tobacco Control (ATC), Debt Recovery, and Louisiana Tax Free Shopping Commission.
The Revenue Processing Center is responsible for the timely front-end processing of all tax returns, payments and related documents, including deposit of funds and data capture of tax information. Annually the division will process 6 million pieces, including tax returns for 38 different taxes, associated remittances, supporting documentation and correspondence and internal documents. These items include tax payments of $2 billion general fund dollars. Several methods are utilized to accomplish these goals, including data capture and tracking software. Performance of these functions directly impacts the cash flow for the state and the issuance of taxpayer refunds or collection notices.
ABOUT THIS POSITION:
The incumbent serves as a Management Analyst in the Revenue Processing Center (RPC). Duties include coordinating the work process activities in assigned work units in RPC.
Duties include, but are not limited to:
Consults with and advises LDR management level officers concerning the organizational management of work processes associated with the mail receipt, editing, document preparation, imaging, and document storage functions directly impacting the accomplishment of the Department's goals and objectives.
Applies measurements to the performance factors used in the budgeting process, and provides statistical data as needed to complete budgetary and planning documents.
Identifies inefficient workflow procedures; recommends procedure revisions; and coordinates with section supervisors to update the appropriate procedure manuals and process maps.
Monitors the performance of vendors for compliance with contracts during initial implementation and subsequent maintenance contracts.
Coordinates performance review for completed contracts.
Performs other duties as assigned by management for the efficient operation of the division and to facilitate achievement of strategic goals and objectives.

Qualifications
MINIMUM QUALIFICATIONS:
A baccalaureate degree plus one year of professional level experience in accounting; budgeting; administrative services; economics; engineering; finance; health services or social service fields; human resources; policy planning; procurement; statistical analysis; tax enforcement; management analysis; or as a licensed attorney.
SUBSTITUTIONS:
Six years of full-time work experience in any field may be substituted for the required baccalaureate degree.
Candidates without a baccalaureate degree may combine work experience and college credit to substitute for the baccalaureate degree as follows:
A maximum of 120 semester hours may be combined with experience to substitute for the baccalaureate degree.
30 to 59 semester hours credit will substitute for one year of experience towards the baccalaureate degree.
60 to 89 semester hours credit will substitute for two years of experience towards the baccalaureate degree.
90 to 119 semester hours credit will substitute for three years of experience towards the baccalaureate degree.
120 or more semester hours credit will substitute for four years of experience towards the baccalaureate degree.
College credit earned without obtaining a baccalaureate degree may be substituted for a maximum of four years full-time work experience towards the baccalaureate degree. Candidates with 120 or more semester hours of credit, but without a degree, must also have at least two years of full-time work experience to substitute for the baccalaureate degree.
A master's degree in accounting, business administration, business management, economics, finance, health administration, industrial/organizational psychology, political science, public administration, or public health will substitute for the one year of required experience.
A Juris Doctorate will substitute for the one year of required experience.
