  Minimum Qualifications MINIMUM QUALIFICATIONS:Transfer Qualifications: Candidates must have permanent status as a Maintenance Supervisor 3, Grade 19, and be eligible for lateral transfer. OR Eligible for transfer under Section 70.1 of the Civil Service Law. By having at least one year of permanent service in any of the qualifying titles of Maintenance Supervisor 2, Grade 17, Regional Park Maintenance Supervisor, Grade 18, Plant Utilities Engineer 3, Grade 19, or Plant Superintendent A, Grade 25.ORPromotional Opportunities: Anyone currently reachable on the Civil Service List.Provisional Appointment: In the event that there is not a valid eligible list, candidates who meet the qualifications below may be qualified for a provisional appointment.Minimum Qualifications: There are two examinations held for this position. New York employees may qualify for both. For qualified employees of New York State on or before the date of the examination, you must be a qualified employee of New York State and have had twelve months permanent competitive, non-competitive, or 55-b/55-c service as:• Either A: a Maintenance Supervisor 1, Maintenance Supervisor 1 (Building), Maintenance Supervisor 1 (Electronic Equipment), Maintenance Supervisor 1 (Fish Hatchery), Maintenance Supervisor 1 (Motor Equipment), Maintenance Supervisor 1 (Toll Equipment), Maintenance Supervisor 2, Maintenance Supervisor 2 (Bridge), Maintenance Supervisor 2 (Building), Maintenance Supervisor 2 (Motor Equipment), Maintenance Supervisor 2 (Toll Equipment), Park Supervisor 2, Plant Utilities Engineer 1, Plant Utilities Engineer 2, Public Buildings Manager 1, Public Buildings Manager 2, Regional Park Maintenance Supervisor, Sign Shop Supervisor 1, Supervising Carpenter, Supervising Electrician, Supervising Mason and Plasterer, Supervising Painter, Supervising Plumber and Steamfitter, Supervisor General Services Grounds Operations and Horticulture 1, or Supervisor Marine Equipment Repair;Or • B. a Building Restoration Specialist, Carpenter, Chief Janitor, Electrician, Electronic Equipment Mechanic, General Mechanic, Grounds Construction Supervisor, Head Grounds Supervisor, Head Janitor, Locksmith, Machinist, Mason and Plasterer, Motor Equipment Mechanic, Painter, Park Sanitation Superintendent, Plumber and Steamfitter, Refrigeration Mechanic, Roofer and Tinsmith, Senior Filter Plant Operator, Supervisor Grounds, Vocational Instructor (all levels),* Wastewater Treatment Plant Operator 3, Welder, Bridge Repair Mechanic, Sheet Metal Worker, Upholsterer, Sign Painter, Automotive Body Mechanic, Laboratory Mechanician, or Correctional Industries Installation and Repair Technician.Certified in and teaching the following programs (some of these programs have been renamed and would be appropriate under either the old or new name): Air Conditioning and Refrigeration/Heating, Ventilation, Air Conditioning and Refrigeration; Carpentry; Electrical/Electrical Trades; Electrical/Electronic Occupations; Machine Shop/Machine Tool Operations-Machine Shop; Masonry; Painting and Decoration/Residential-Commercial Building Maintenance and Remodeling; Plumbing; Sheet Metal; and Welding/Welding and Fabrication.For all qualified individuals, on or before the date of examination you must have:two years of second-level supervisory experience in any of the areas listed below:Either• 1. maintenance and operation of a physical plant.   Duties Description POSITION DESCRIPTION:The Maintenance Supervisor 3: supervises the maintenance program for an agency, facility, region, or group of facilities with over 500,000 square feet of actively maintained space and with a large number of events, residents, inmates, and visitors; directs projects involving more than six building and construction trades*; oversees over 25 subordinates, including journey level tradespersons; and manages a large number of maintenance contracts. *Building and construction trades include automotive mechanic; carpenter; electrician; locksmith; machinist; mason and plasterer; painter; plumber and steamfitter; refrigeration and air conditioning mechanic; roofer and tinsmith; and welder.Duties and responsibilities include:PRIMARY DUTIES AND RESPONSIBILITIES:• Plans, supervises, and provides technical direction to skilled, semiskilled, and unskilled employees.• Reviews maintenance requests, visits the project site to confirm the nature and extent of maintenance requested and to determine such information as dimensions and the materials, equipment, and labor required to complete the project.• Prepares or directs the preparation of sketches, plans, estimates of material and labor needs and costs, and work schedules. • Plans and directs rehabilitation and construction projects. • Prepares, implements, and enforces a preventive maintenance program. • Orders or directs the ordering of materials and equipment. • Meets with trades supervisors involved in the project to coordinate and schedule work and to ensure the effective use of labor and material and that the project will be completed on schedule. • Assigns staff to the project, providing oral and written instructions including such documents as technical manuals, blueprints, specifications, and plans. • Observes and inspects work in progress and when completed to confirm the proper use of materials and equipment, workmanship, that regulations and codes are followed, schedules are met, and that work is performed according to plan.• Develops training programs for staff by determining training needs based on observation of work performance. • Assists staff by providing instructions and assistance in resolving work related problems and in the performance of specific tasks. • Implements and enforces safety procedures and standards for all facility maintenance operations. • Inspects work performed by outside contractors for conformance with project plans and specifications. • Maintains written records of work performed and completed and account for labor and materials used. • Evaluates the work performance of subordinate employees and take corrective action. • Inspects facility to determine maintenance needs and recommends projects based on findings. • Assists in the preparation of the annual maintenance budget by recommending the resources for labor, materials, and equipment.• Advises institution administrators on the feasibility of proposed projects and equipment purchases.PREFERRED REQUIREMENTS:• Obtain NYS Uniform Building Code Certification within one year of appointment.• Working knowledge of Microsoft Word and Excel programs and other related computerized programs.• Working knowledge of the principles of supervision.• Working knowledge of applicable agency standards and of appropriate building and construction code regulations.• Working knowledge of safety policies as they relate to the agency.• Ability to train and supervise others.• Ability to use tools, machines, equipment, and the materials of the mechanical, electrical, and/or building trades.• Ability to read and interpret plans, diagrams, architectural blueprints, and specifications.• Valid NYS Driver’s License.
