  The State of Connecticut Military Department (CTMD) is accepting applications for a Maintenance Supervisor 2 (HVACR) position located at Bradley Air National Guard Base, 161 Rainbow Road, East Granby, CT 06026.

  The Base is part of Bradley International Airport and is home to the 103rd Airlift Wing, known as the "Flying Yankees." The unit's history dates to World War I.

  Mission: The Wing's focus is on Air Mobility, a mission that delivers global air transportation of equipment and supplies during times of war and for peacetime training exercises. The Wing provides cargo and passenger airlift utilizing C-130 Hercules aircraft, one of the true workhorses of the Air National Guard inventory. The Wing's mission includes providing safe and reliable transportation of military personnel, equipment, supplies to locations spanning the globe.

  The CTMD is a unique dual-status agency, having both federal and state missions. The CTMD'S primary public responsibilities are:

  to train, resource, and coordinate state emergency response assets

  to plan for and protect citizens and their property in times of war, terrorism, invasion, rebellion, riot, or disaster

  The CTMD is committed to conducting military operations in an environmentally friendly manner.

  Hours: This current position is first shift, Monday through Friday, 7:00 to 3:00 P.M. (37.5 hours).

  Incumbents in this class may be required to possess and retain specific education and/or experience to meet various certification requirements (EPA 608).

  PURPOSE OF JOB CLASS (NATURE OF WORK)

  In a state agency this class is accountable for supervising a large crew (6 or more) of highly skilled trades workers and lower-level employees.

  EXAMPLES OF DUTIES

  Schedules, assigns, oversees and reviews the work of staff;

  Provides staff training and assistance;

  Conducts performance evaluations;

  Determines priorities and plans crew work;

  Establishes and maintains crew procedures;

  Develops or makes recommendations on the development of policies and standards;

  Acts as liaison with other operating units, agencies and outside officials regarding unit policies and procedures;

  Prepares reports and correspondence;

  Performs some of the more skilled duties involved;

  May make plans and cost estimates of work to be done;

  Performs related duties as required.

  KNOWLEDGE, SKILL AND ABILITY

  Considerable knowledge of

  relevant state and national codes and regulations;

  modern methods and equipment involved in the trade indicated by the parenthetical of the class;

  Considerable

  interpersonal skills;

  oral and written communication skills;

  Skill in performing technical duties of the class;

  Considerable ability to read and interpret specifications, blueprints, and sketches;

  Ability to utilize computer software;

  Supervisory ability.

  MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE

  Six (6) years of experience in the trade area indicated by the parenthetical title.

  MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE

  Three (3) years of the General Experience must have included performing highly skilled duties in the trade area indicated by the parenthetical title.

  NOTE: For state employees this experience is interpreted at the level of a Qualified Craft Worker.

  PREFERRED QUALIFICATIONS

  • Experience performing the full range of licensed HVACR job duties and tasks.

  • Possession of applicable trade licenses.

  • Experience with standard HVACR trade materials, equipment and repair methods.

  • Experience communicating and reporting (orally and in writing) on HVACR daily duties, performance, task/order requirements to direct supervisors, unit managers, vendors, utility companies, State Inspectors, private contractors and other Military Department employees.

  • Knowledge of Microsoft Office Suite products including but not limited to O365, Outlook, Teams.

  • Experience researching and preparing project scopes using specific HVACR components, training modules and vendor material quotes and invoices.

  • Experience in estimating materials and time needed to complete various HVACR projects, these projects may range from small one day type repair work to large scale projects that may take several months to complete. Material estimates are also needed to accurately prepare project requests and project planning.

  • Experience with scheduling work, prioritizing duties.

  • Willing to travel statewide to support other locations.

  • Experience with refrigerant tracking processes and procedures in accordance with DoD and EPA guidelines utilizing specified software for all building equipment.

  • Experience with managing Hazardous Energy Control programs to include conducting inspections of employee’s procedures utilizing software systems.

  • Experience working with Building Management Systems, i.e., Direct Digital Controls

  • Experience with work order system software to schedule, assign and manage work requests and preventative maintenance/recurring work program activities.

  • Experience with above ground tank inspections and their documentation utilizing specified software in accordance with DoD and EPA guidelines.

  • Experience with coordinating contractor vetting and high security area access for specified critical areas.

  • Experience with condition and functional inspections of HVACR equipment and providing reports to be catalogued with specified software systems in accordance with DoD guidelines.

  • Experience with performing plan reviews for all construction projects.

  SPECIAL REQUIREMENTS

  Incumbents in this class may be required by the appointing authority to possess and retain appropriate current licenses, permits and/or certifications including possession and retention of a license as an Unlimited Journeyperson in the trade area indicated by the parenthetical title.

  Incumbents in this class may be required to travel.

  CHARACTER REQUIREMENTS

  At state airports: In addition to the checking of references and of facts stated in the application, a thorough background investigation of each candidate may be made before persons are certified for appointment.

  PHYSICAL REQUIREMENTS

  Incumbents in this class must have adequate physical strength, stamina, physical agility and visual and auditory acuity, and must maintain such physical fitness as to be able to perform the duties of the class.

  A physical examination may be required.

  WORKING CONDITIONS

  Incumbents in this class may be required to lift moderate to heavy weights; may be exposed to extreme weather conditions and to risk of injury from equipment.

  The appointing authority may require completion of an asbestos removal program consistent with EPA guidelines for operations and maintenance during employment in this class. Incumbents may be required to use protective equipment such as respirators and safety goggles.
