The primary purpose of this position is to serve as senior Logistics Management Specialist in the North American Aerospace Defense Command (NORAD) and United States Northern Command (USNORTHCOM) Directorate of Logistics and Engineering Directorate (J4) at the Combatant Command (CCMD) engaging in centrally managing logistics and mobility services. Responsibilities Serves as the Commands' authoritative expert and focal point on Defense Transportation System (DTS) matters. Represents the J4 Mobility Division in a variety of installation and functional area organizations. Performs Mobility and Transportation deliberate planning and crisis action planning. Exercises supervisory personnel management responsibilities. Works with the Division Chief in planning, organizing, and overseeing the activities of the Mobility Division. Theater Security Cooperation Planning Liaison. Requirements Conditions of Employment Qualifications Continued Conditions of Employment This is a Key Security Cooperation position due to the essential nature of the position's duties and responsibilities which require the incumbent to issue guidance, make decisions, and/or direct SC activities that directly affect the execution of SC programs and activities. Position requires DoD Security Cooperation Workforce Certification. Area of Consideration (AOC) and Level are to be determined by the supervisor. Employee must meet DoD Security Cooperation Workforce Certification requirements applicable to the duties of the position. Selectee must meet the designated certification AOC and Level requirement; if not has 1 year (Basic) 2 years (Intermediate-Expert) from Security Cooperation Workforce Development-Database entry date to become certified in accordance with the National Defense Authorization Act (NDAA) 2017, Title 10 United States Code, Section 384. Incumbent of this position is required to comply with all Department of Defense and Defense Security Cooperation Agency requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action. Incumbent is required to maintain 20 hours of professional development continuous learning every two-year period to maintain good standing in the DoD Security Cooperation Workforce Certification Program. In order to qualify, you must meet the experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Administrative and Management Positions for Logistics Management Series, 0346. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes mastery knowledge of Joint logistics doctrine, Federal Logistics doctrine, regulations, and National Laws that impact or influence Department of Defense (DOD) logistics support operations and planning within the Homeland; understand federal and DoD authorities, policies, directives, instructions, and laws that enable or constrain sustainment of DOD Title 10 forces within the Homeland and with North American Aerospace Defense Command (NORAD) or Theater Security Cooperation partner nations. Expert knowledge of analytical and evaluative methods required to support the development of strategic logistics plans and policy in support of NORAD and United States Northern Command (USNORTHCOM) Homeland Defense and the Combatant Command Campaign Plan. This includes Secretary of Defense and Joint Staff level synchronization and global integration of national and Combatant Command (CCMD) logistics plans. Expert knowledge in accessing and manipulating data in the Global Combat Support System and Global Command and Control System including in- transit applications such as the Global Transportation Network, Single Mobility System. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of the Defense Transportation System, the Joint Operation Planning and Execution System (JOPES), and other agencies like Department of Homeland Security ((FEMA, US Coast Guard, Customs and Immigration, Secret Service, etc.), Departments of Agriculture, Transportation and Justice policies. Knowledge of safety and security regulations, practices, and procedures. Ability to plan, organize, and direct the functions and staff of a small to medium sized organization. Ability to communicate effectively, both orally and in writing. Ability to analyze, evaluate, correlate, advise, and act on complex inter-Service, international, and commercial management and operations issues. Knowledge of transportation and traffic management policies, concepts, principles, and methodologies applicable to air, land, waterway, and sea transportation under peacetime and wartime conditions. Ability to use word processing, slide presentation, data base, and geospatial information system application programs for producing staff products for staffing, disseminating, and presentation actions involving senior officers and other officials. Knowledge of strategic continental United States Department of Defense (DOD) and commercial lines of communication as it pertains to NORAD and USNORTHCOM planning and contingency/disaster/wartime operations. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
