Summary About the Position: Serves as a principal source of advice within the G-3/5/7 Training Directorate on matters relating to Army Training Leader Development Management Process, Leader Development and Self Development Programs that support Army readiness across all cohorts; provides administrative assistance to the Training Readiness Institute Division Chief. Responsibilities Develop situational analysis approaches and techniques to assess the current state of a variety of issues, i.e. assessing the total army culture; specific focus education and training culture. Ensure plans and procedures are in place to support all aspects of the integration of Officers and senior NCO education and military training for the current and future Officer and NCO force. Review budget and programs funding to plan and execute Army Training and Leader Development Management forums. Prepare and presents reports and briefings on program status including planned improvement actions to key executives, both within and outside HQDA. Participate in the development of annual training reports to the Leader Development and Professional Military Education CoCs and TGOSC assessing progress. Analyze Federal agencies' surveys and reports; provides guidance for corrective action when appropriate. Serve as subject matter expert responsible for assisting in the development and management of the Leader Development, and Joint Leader Development Council JLDC, and Self-Development Programs. Serve as functional proponent for Army Leader Development, Self-Development, JLDC, and Project Athena preparing operational information for counterparts in the field. Recommend procedures for periodic evaluation of program effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. This position is a TERM position. It is time-limited and may be extended up to a maximum of eight years. Position may be filled as a temporary promotion NTE (13 months) or as a detail by a current permanent Army employee. Temporary promotions and details may be extended up to a maximum of five years and may be made permanent without further competition. Position may be filled as a Term NTE 13 months. Employees who accept time-limited appointments (to include employees with personal competitive status) will be placed in a non-status appointment and will be separated at the end of the time-limited appointment date if the Not-to-Exceed (NTE) date is not extended. There are no return/reemployment rights to the position vacated prior to accepting the time-limited appointment.
