PURPOSE AND SCOPE:
Responsible for the day-to-day technical, scientific, and administrative management of department operations and personnel. Must be accessible to the Laboratory to provide on-site, telephone, or electronic consultation.
PRINCIPAL DUTIES AND RESPONSIBILITIES:
Manages the tactical execution of short- and long-term objectives through the coordination of laboratory activities with a direct responsibility for results, including costs, methods, and staffing.
Provides leadership, coaching, and development plans for all direct reports to maintain an engaged and productive workforce; partnering with Human Resources on employee matters.
Responsible for the selection, evaluation, and implementation of test methodologies and instrumentation in the department. This includes the verification and establishment of the performance characteristics (i.e. precision, accuracy, and linearity) of each test and test system. Works with and negotiates with vendors doing viability studies, presenting cost analysis reports, etc.
Conducts employee performance appraisals and resolving human resources issues. This includes employee performance improvement plans, progressive discipline, interpretation of policy, employee selection, competency evaluations, etc. Maintains up-to-date SOP and procedure manuals (i.e. technical procedure manuals, administrative manuals, safety manuals, document control application, etc.).
Maintains an Inspection Ready- status for CAP, NYS, A2LA, FDA, and any other applicable regulatory agencies.
Develops and conducts investigational studies/experiments, test evaluations, method comparisons, and a variety of process improvement projects.
Develops department budget. Includes estimating expenses, monitoring, and explaining budget variances, formulating budgets, capital equipment acquisition, cost analysis, CPAs, etc.
Technically proficient in the specific department and knowledge of industry practice and business principles. Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.
Experienced leadership required for multi-faceted environment; role primarily focuses on tactical execution. Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals.
Program or project responsibility generally within the function. Manages the operations of one or more departments, direct impact on a specific functional area. Follows processes and operational policies in selecting methods and techniques for obtaining solutions. Interprets and recommends change to policies and establishes procedures that effect immediate organization(s).

Frequently interacts with subordinate supervisors, customers, and/or functional peer group managers, normally involving matters between functional areas, other company divisions or units, or customers.
Participates and presents at meetings with internal and external representatives. Often leading a cooperative effort among members of a project team.
Interacts with internal departments and external customers; particularly in problem resolution. Acts as an advisor to subordinate(s) to meet schedules and/or resolve technical problems. Responsible for hiring, coaching and counseling employees, including performance reviews, disciplinary action and terminations.
Provides technical guidance.
Assists with various projects as assigned.

SUPERVISION:
Responsible for the direct supervision of various levels of Laboratory staff.
EDUCATION:
Bachelor's Degree required; Advanced Degree desirable.
BS (MT) or equivalent (as required by CLIA, HCFA, State of NJ, NY, CA).
Must meet specific State and private regulatory agency requirements regarding certifications/licensure, degree and/or work experience (i.e., California Clinical Laboratory Scientist (CLS) and New York Clinical Technologist licensures).
EXPERIENCE AND REQUIRED SKILLS:
Minimum 6 - 8 years of related experience in a highly automated medical laboratory.
3+ years of supervisory or project/program management experience preferred. Strong technical background.
Knowledge of good laboratory practices and Regulatory requirements (CAP, CLIA, OSHA, etc.).
Strong general management skills (planning, organization, project management, training, etc.).
Strong analytical and problem solving skills.
Good interpersonal skills.
Ability to work in a multi-cultural environment.
Good written and oral communication skills (documentation, record keeping, presentations, etc.).
Knowledge of financial and materials management.
PC proficient; knowledge of Kronos, PeopleSoft, SAP, and familiarity with document management system are preferred.
Should have good documentation, reporting, and presentation skills.
