  New employees to the State will be paid biweekly. There are 26 biweekly pay periods in a year.

  Description of Job

  About the Work Unit

  The Employee & Labor Relations unit promotes the development and growth of collaborative Labor-Management and employee-employer relationships and provides accurate and comprehensive guidance that will empower management to make informed decisions as labor challenges arise. The unit provides expert advice, technical guidance, and training to CDOT employees on relevant policies and procedures. Activities may include negotiations, problem solving, training, and counseling, with the goal of furthering a mutually beneficial, high performing workplace for employees and management surrounding the Partnership Agreement which aligns with agency policies and goals.

  About the Position

  As a Labor Relations Specialist, you will work collaboratively to assist in labor relations training and consultation provided to supervisors, managers, and human resources representatives to further the administration of the Partnership Agreement (https://dhr.colorado.gov/about/labor-relations/partnership-agreement) and side agreements. You will execute administrative processes such as employee designations and organization of partnership disputes. You will provide advice and consultation on a broad range of employee issues including employee/employer relations, conflict resolution, work conditions, Partnership Agreement (PA) compliance, and employee coaching.

  Your duties and responsibilities will include, but are not limited to, the following:

  Track deadlines and timelines of PA disputes and appeals for compliance with requirements.

  Organize and input data regarding all PA disputes into the OnBase system.

  Monitor coverage designation for new and existing positions.

  Update the Labor Relations website when information changes.

  Compile supporting documents in preparation of Union negotiations and disputes.

  Support the appeals process through Level 1-3.

  Ensure new employees are routed to the correct Labor Relations training.

  Respond to employee, Department of Personnel Labor Relations, and COWINS inquiries.

  Respond to Colorado Open Records Act (CORA) requests.

  Monitor the Labor Relations email address and respond accordingly.

  Provide advice and assistance to supervisors on labor relations issues and procedures.

  Advise management on the impact on labor relations of strategic decisions, making recommendations that avoid or minimize the risk of labor disputes.

  Provide interpretation of policies, procedures, and the PA; coach supervisors and non-covered employees to further positive employee-employer relations.

  Assist, provide, and track informal training to supervisors on the PA articles, interpretation, and application.

  Assist in the delivery of training specific to the PA and Side Agreements.

  Assist in the collection and analysis of data to determine learning outcomes.

  Other job duties as assigned.

  Work Environment:

  Your schedule will primarily be 8:00 am – 5:00 pm work hours, Monday-Friday, but we are flexible to meet your work/life balance needs while ensuring CDOT business needs are met.

  You will likely work a hybrid schedule with a combination of in-office and remote work.

  Travel required during work hours throughout Metro Denver/Front Range.

  Occasional overnight travel throughout Colorado for meetings and training.

  Infrequent weekend and after-hours work may be required.

  Required to operate CDOT vehicles.

  Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

  Minimum Qualifications

  Experience Only:

  6 years of professional experience related to human resources (employee relations, labor relations, performance management, compensation and benefits, HR compliance, organizational development, employee development, talent acquisition, and/or change management) that included at least 2 years focused on labor relations, employee relations, or collective bargaining.Combination of Experience & Education:

  2 years of professional experience in labor relations, employee relations, or collective bargaining.AND

  A bachelor’s degree from an accredited college or university in Human Resources, Industrial/Organizational Psychology, Law, Organizational Leadership, Business Administration, Public Administration, Communications, or another field of study closely related to the duties of this position. Education Only:

  A graduate degree from an accredited college or university in Human Resources, Industrial/Organizational Psychology, Law, Organizational Leadership, Business Administration, Public Administration, Communications, or another field of study closely related to the duties of this position.Please Note: The required experience must be substantiated within the work experience section of your application. “See Resume” statements on the application or resumes in lieu of a complete application may not be accepted.   Knowledge and experience with Colorado State Constitution and Statutes, Colorado State Personnel Rules, Colorado HB20-1153, and the Partnership Agreement.

  Knowledge and experience negotiating, interpreting, and/or upholding the provisions of labor/union contracts.

  Legal and/or contracting experience.

  Experience researching complex issues related to employee rights and responsibilities.

  Ability to handle a high level of ambiguity.

  Highly effective customer service, relationship building and interpersonal skills.

  Excellent facilitation, presentation, and communication skills, both written and oral.

  Ability to partner and communicate with a variety of internal and external customers with sensitivity to their needs and priorities.

  Ability to work effectively with staff from all levels within the organization.

  Strong planning, organizing, prioritizing and time management skills.

  Strong attention to technical detail and accuracy;

  Strong reasoning, analytic, investigative and problem-solving skills and experience.

  Proven ability to independently manage multiple assignments, priorities, and projects in a demanding environment.

  Ability to work under tight deadlines and be adaptable to changing assignments.

  Ability to work effectively in both independent and team situations.

  Fluency in Microsoft Office Suite (Word, Excel, PowerPoint), Gmail and Google Applications, SAP, and the ability to quickly learn other software systems.
