  Position Summary

  ICAP at Columbia University is a leader in conducting surveys worldwide and has estimated the burden of disease globally. ICAP works closely with national and sub-national governments, district health management teams, and individual health facilities; and across sectors and agencies, including educational institutions and non-governmental organizations, and has supported numerous surveys to strengthen health systems. The Survey Unit at ICAP aims to deliver high-quality, technically rigorous, and innovative surveys that provide insights and answers to critical public health challenges.

  Central to the Survey Unit's mission and survey implementation are building local government capacity and intensive engagement of local communities to ensure incorporation of input from community organizations and members. We partner with local organizations and provide technical assistance, oversight, and support for writing presentations and SOPs; negotiating IRB approval systems; operational logistics; data analysis; reporting on outcomes; and developing reports and communication products to share and disseminate results, including high quality reports, presentation, abstracts, and manuscripts.

  Reporting to the Director of Management & Operations, the Knowledge Management Officer will be responsible for conceptualizing, developing and implementing a knowledge management strategy for ICAP's Survey Unit projects, and maintaining the knowledge-sharing platform to be used for the management of key, priority and sensitive project documentation. S/he will also develop policies and procedures for knowledge management and provide training and assistance to project staff regarding the use of the knowledge-sharing platform. In addition, the Knowledge Management Officer will coordinate and support the development and sharing of Population-based HIV Impact Assessment (PHIA) "How to" materials and guides.

  Responsibilities

  Gain a comprehensive understanding of the existing knowledge management platforms and priorities in the survey unit, including PHIA, as well as priority knowledge that is not already documented and/or easily accessible (20%).Devise and implement knowledge management strategies that are responsive to the needs of the project teams, improve documentation, categorization, and organization of explicit and tacit knowledge (e.g., lessons learned) and harness untapped capabilities of the existing knowledge management platforms (25%).Develop and enforce knowledge management policies and procedures for Survey Unit projects and provide training to project staff on said policies and procedures, as well as on the knowledge management system (15%).Work with the Survey Unit team and ICAP's Senior Manager, Strategic Systems & Operations to troubleshoot issues with the knowledge management platforms, including access challenges for remote colleagues in low-resource settings. Work to amend or develop new features for the platforms as needed. Support the coordination, development and sharing among relevant stakeholders of the PHIA "How to" materials and guides, transforming institutional knowledge into capacity building (35%).Perform other related duties as directed (5%).Minimum Qualifications

  Bachelor's degree or an equivalent in education, training/or and experience.Minimum of 4 years experience.Substantial understanding of knowledge management theory, practice and tools.Extensive experience in determining appropriate knowledge management processes and products, and in developing knowledge management systems for complex, global initiatives.Ability to use computer systems and effectively organize information on relevant platforms.Ability to gain cooperation from individuals or groups over whom there is no direct authority to accomplish program goals.Excellent skills in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook) and Adobe Acrobat.Excellent interpersonal, communication, organizational, analytical, and leadership skillsStrong problem-solving skills with capacity to take an innovative approach to solving complex problems; able to set high level goals, while simultaneously understanding critical details to carry out these goals.Strong writing, editing, formatting, research, and negotiation skillsPreferred Qualifications

  Master's degree in social sciences or related degree or an equivalent combination of education and experience.4 years related experience.Experience working in public health, research, or related areas preferred.Prior experience working in low-resource settingsExperience working with USG funded projectsExperience working with SharePoint and other online collaboration systemsExperience proofreading/editing technical documentsCapacity to write and speak FrenchOther Requirements

  May require 1-3 international trips per year of approximately 1 week each to country project sites.
