About International Nuclear Security Scientist (Scientist 2)

  What You Will Do

  We invite you to join our mission-focused team in the International Threat Reduction Group (NEN-3) that applies expertise in nuclear and other radioactive material protection, detection, and management, dual-use commodities, international capacity-building, and modeling and simulation to reduce nuclear proliferation and enhance global security in a changing threat environment.   We are currently seeking a Scientist 2 to support the U.S. Department of Energy / National Nuclear Security Administration's (DOE/NNSA) International Nuclear Security (INS) program and serve as a member of the NEN-3 International Nuclear Security and Export Control (INSEC) team. A key component of this job is the collaboration with technical colleagues from foreign governments and international institutions such as the International Atomic Energy Agency (IAEA) as part of the programmatic efforts to strengthen and sustain nuclear security systems and measures at nuclear facilities around the world. Travel is required both domestically and internationally.

  In addition, there will be opportunities to gain experience and develop skills that support other areas within NEN-3. The group has ongoing work in security and recovery of radioactive sources, development of strategic trade controls, detection of illicit trafficking of nuclear and other radioactive material, and software development addressing global security problems.

  Duties will include some or all of the following:

  Working with INS partner countries to provide technical support and guidance for developing cooperative R&D or technology upgrade projects in the areas of Nuclear Material Accounting and Control (NMAC) for nuclear security purposes.

  In collaboration with INS, develop proposed nuclear security system designs for NMAC that implement a graded approach applicable for specific facility types.

  Designing and developing NMAC system assessment and performance testing programs in collaboration with foreign partner organizations.

  Designing and developing measurement systems and measurement quality control programs with foreign partner facility operators.

  Developing and delivering technical content for training courses or technical exchanges with partner countries on regulatory development as well as facility operations for nuclear security.

  Supporting INS in updating, expanding, and improving training course materials and other tools and resources to support engagements with partner countries on facility operations and implementation.

  Providing SME support for INS bilateral and regional teams, advising on country-specific engagement objectives

  Supporting tasks associated with sustaining nuclear security systems at the national and operational levels through training, education, and working with foreign government personnel to develop and incorporate nuclear security concepts and systems into their programs.

  What You Need

  Minimum Job Requirements:

  Technical Knowledge

  Experience in designing, developing, or maintaining systems and measures relevant to nuclear security.

  Demonstrated knowledge and experience in one or more of the following areas: nuclear material accounting and control, nuclear security systems, physical security, or detection of nuclear and radiological materials.

  Experience with delivery of training or educational course materials in nuclear security or nonproliferation

  Demonstrated ability to lead small projects or tasks within a larger project focused on nuclear security or non-proliferation.

  Awareness of relevant U.S. DOE Orders, Nuclear Regulatory Commission (NRC) regulations, international legal instruments, and IAEA guidance on nuclear security

  Collaboration

  Ability to organize, prioritize, and follow through to completion on multiple tasks.

  Ability to work independently to identify, analyze, develop, and implement creative and innovative solutions in planning and completing projects with conflicting and often changing priorities and deadlines.

  Ability to collaborate and interact effectively with a wide range of personnel.

  Communication

  Demonstrated oral and written communication skills.

  Demonstrated ability to communicate effectively in an international and multicultural environment.

  Other

  Ability to obtain and maintain a Q clearance.

  Education/Experience: Position requires a Bachelor's Degree in nuclear physics, chemistry, or other related STEM disciplines from an accredited college or university and a minimum of 4 years of related practical experience, or an equivalent combination of education and experience directly related to the position. Advanced degree is desired.

  Desired Qualifications:

  Experience developing and implementing NMAC systems, nuclear security culture programs, or other measures to mitigate against insider threats at the national or operational level.

  Experience working with the IAEA or other international organizations on international consensus publications.

  Knowledge of and experience with the systematic approach to training (SAT) / instructional systems design (ISD)

  Advanced expertise on the processing and managing of nuclear material within the nuclear fuel cycle, including the operations of one or more facility types within the fuel cycle

  Foreign language fluency or working level proficiency.

  Active Q clearance

  Work Location: The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.

  Position commitment: Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. If an employee has not served the time required, they may only apply for Laboratory jobs with the documented approval of their Division Leader. The position commitment for this position is 1 year.

  Additional Details

  Directive 206.2 - Employment with Triad requires a favorable decision by NNSA indicating employee is suitable under NNSA Supplemental Directive 206.2 (https://directives.nnsa.doe.gov/supplemental-directive/sd-0206-0002) . Please note that this requirement applies only to citizens of the United States. Foreign nationals are subject to a similar requirement under DOE Order 142.3A.

  Clearance: Q(Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements* for access to classified matter. This position requires a Q clearance. and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad.

  *Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 (https://www.directives.doe.gov/directives-documents/400-series/0472.2-BOrder-chg1-pgchg) for additional information.

  New-Employment Drug Test: The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.

  Regular position: Term status Laboratory employees applying for regular-status positions are converted to regular status.

  Term position: Regular-status Laboratory employees applying for term-status positions may retain regular status with approval of the cognizant Principle Associate Director.

  Internal Applicants: Regular appointment employees who have served the required period of continuous service in their current position are eligible to apply for posted jobs throughout the Laboratory.
