  Summary About the Position: The incumbent represents Headquarters Dam Safety and is responsible for coordinating and accomplishing the planning, management, and execution of the National Inventory of Dams (NID) mission. The incumbent utilizes Geographic Information Systems, databases and visualization software to plan, coordinate, and accomplish all dam data related tasks necessary to complete a variety of complex projects. Salary will be determined/set at time of selection. Responsibilities Responsible for coordinating and accomplishing the planning, management, and execution of the NID mission. Utilizes Geographic Information Systems, databases and visualization software to plan, coordinate, and accomplish all dam data related tasks necessary to complete a variety of complex projects. Responsible for overseeing the development and maintenance of the NID website and database to support all authorized NID functions. Serves as the National Inventory of Dams (NID) Program Manager. Serves as the NID single point of contact for all matters and issues the work requires of the NID Program. Integrate HQUSACE national dam safety program requirements into a comprehensive NID management and development plan. Presents NID capabilities and plans on a regular basis to the USACE Dam Safety senior leadership to obtain corporate commitment. Coordinates and advises on all aspects of the Inventory of Dams Program and other related dam safety data issues with all USACE elements and other agencies, as required, particularly when changes to the plans must be considered. Leads and/or supports teams to implement the NID program, collaboratively solves dam safety data issues, shares resources and information, and improves and increases communication with customers and federal, state, and local government agencies. Performs complex production, analysis, and data management tasks utilizing software to compile results for decision maker use. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. Basic Requirement for Geographer (0150): A. Degree: Bachelor's degree (or higher degree) in geography; or related physical or social science such as geology, meteorology, economics, statistics, sociology, anthropology, political science, history, cartography, computer science, urban studies, or planning that included at least 24 semester hours in geography or related fields. OR B. Combination of Education and Experience: Courses equivalent to a major in geography, or a related field that included at least 24 semester hours in geography or related fields, as shown in A above, plus appropriate experience or additional education. Basic Requirement for Cartographer (1370): A. Degree: Bachelor's degree (or higher degree) in cartography, or a degree with a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics (i.e., college level algebra, trigonometry, calculus, or scientific mathematics or statistics requiring equivalent college-level courses as prerequisites). OR B. Combination of Education and Experience: Courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, as shown in A above, plus appropriate experience or additional education. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes 1) Utilizing Geographic Information Systems and oversight of database and software enhancements. 2) Applying the latest advances in technology. AND/OR 3) Presenting reports and briefs to higher officials. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Administration and Management Leadership Oral Communication Technology Application Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12). Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
