About Information Technology Specialist (DATAMGT)

  Summary This position is part of the National Archives and Records Administration (NARA), in the Enterprise Data Management Division (IM). IM is responsible for planning, directing and administering NARAs enterprise data management programs, policies, systems, and services. The IM group controls and improves the efficiency of processes associated with the identification, collection, storage, access, and reproduction of NARA's data. Responsibilities As a Information Technology Specialist (DATAMGT), you will: - Collaborate with technical and project personnel to select data analytics solutions that are appropriate for NARA business processes. - Serve as a team leader or technical representative on projects related to the implementation of enterprise data analytics programs. - Maintain liaison with, and assist NARA offices with, data/database development and update projects. - Ensure that performance associated with data/database access and information delivery is optimal in NARA's environment. - May serve as the Contracting Officers Technical Representative (COTR) on contracts associated with application, development and operation. Requirements Conditions of Employment The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. A one year probationary period may be required. Must successfully complete a background investigation. Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency. If you are a male applicant born after December 31, 1959, certify that you have registered with the Selective Service System or are exempt from having to do so. Go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form i-9. Federal law requires verification of the identity and employment eligibility of all new hires in the U.S. File a Confidential Financial Disclosure Report within 30 days of appointment and annually from then on. Qualifications You must meet the following requirements within 30 days of the closing date of this announcement. SPECIALIZED EXPERIENCE: is defined as one year of experience at the GS-13 level, or equivalent that is directly related to the position and which has equipped the candidate with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience for this position includes: - Experience developing or implementing data analytics projects or programs to enable data-driven decisions; AND - Experienced in running transformations of structured and unstructured data to prepare data to use for creating datasets; AND - Experience ensuring compliance with laws and applicable policies. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below: 1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail. 2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. 3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. 4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable (as defined in 5 CFR 300, Subpart F): For the GS-14, you must have been at the GS-13 level for 52 weeks.
