Responsibilities Working as an Information Technology Specialist in the Office of Information Systems Management, Application Systems Division, you will perform the following duties: Implement and customize identity and access management (IDAM) services from Okta, Oracle, and SailPoint including integrations with COTS or cloud-based enterprise services, such as, Active Directory, Azure AD, SharePoint, ServiceNow, Salesforce, Microsoft SQL Server, Oracle, etc. including: IDAM installation, upgrades, and configuration SOAP or RESTful web-service development utilizing enterprise IT best practices. Technical integration of complex queries and stored procedures. Troubleshoot user problems, system issues and resolve service defects. Coordinate diverse stakeholder requirements and priorities. Document software lifecycle and system security plans. Perform product quality assurance tasks including unit testing, integration testing, functional testing, and performance testing. Requirements Conditions of Employment Qualifications Basic Requirements: Experience must be IT related; the experience may be demonstrated by paid or unpaid experience and/or completion of specific, intensive training (for example, IT certification), as appropriate. For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Specialized Experience: In addition to the basic requirements, applicants must have one year (52 weeks) of specialized experience equivalent to at least the GS-12 level (ZP-III at NIST). Specialized experience such as: Experience as an integrator, developer, or administrator for the whole development lifecycle and administration of identity management services and abilities such as: Okta Identity Management, SailPoint Identity Management, or other Identity Management implementations. Ability to develop web service calls to Okta APIs, other Identity Management APIs, or implement customized integrations among COTS or cloud-based solutions. Ability to integrate Java/J2EE, SQL, XML and Web Services. Microsoft Active Directory or other LDAP implementations, Azure Active Directory, Active Directory Federation Service (ADFS). Experience and skills in quality assurance and software testing activities including unit testing, integration testing, functional testing, performance testing, and load testing. Experience in resource collaboration to negotiate, prioritize, and complete complex project tasks. Experience in enterprise system production support and troubleshooting. Experience refers to paid and unpaid experience, including volunteer work done. We will credit all qualifying volunteer experience in your application.
