SMUD’s Power Generation Department is seeking a Hydrographer (E/J) to join our License Compliance team. Under the direction of the Supervisor for SMUD’s license implementation/compliance group this position will report to SMUD’s Hydro Facility near Pollock Pines California (“Fresh Pond”) approximately 60 miles east of Sacramento.
SMUD owns and maintains a system of dams, hydroelectric powerhouses and interconnecting penstocks, tunnels, and support structures. In 2014, the Federal Energy Regulatory Commission (FERC) granted SMUD new 50-year licenses for our operation of the Upper American River and Chili Bar Projects. Under the licenses, SMUD agreed to release more water from dams to support aquatic habitats, whitewater rafting, and to also carry out extensive ecological monitoring and reporting over the next 50 years, agreeing to spend $155 million over 20 years to improve public recreation facilities around our reservoirs in the Crystal Basin Recreation Area, just north of Highway 50 on the west slope of the Sierra Nevada.
Purpose
Administers and provides technical support to SMUD’s programs involving collecting water data which support hydroelectric generation; participates in and coordinates the analysis and verification of data from such programs to support compliance with regulatory requirements for stream releases and water use.
Nature and Scope
This classification is comprised of two levels: Level "E" is the entry-level where incumbents are provided formal training and/or certification for progression to the journey-level of the classification. The incumbent is promoted/progressed to the journey level "J" upon successful completion of all training and/or certification requirements for the classification. Incumbents hired at the entry-level are required to successfully progress to the journey-level within 18 to 60 months, depending on the length of the training and/or certification program. If an employee is unsuccessful with progressing to the journey-level they will return to last class held or separate from SMUD.
Duties and Responsibilities
Administers stream gauging services contracts; provides oversight to contractors conducting stream gauging activities; responds to questions from contractors concerning issues in the field; makes decisions regarding field data collection issues.
Performs in-stream current meter measurements, pipe flow measurements, and reservoir level surveys to verify accuracy of data collected at gaging stations and compliance with US Geological Survey standards. Makes decisions regarding field data collection issues. Creates, maintains, and verifies in the field rating tables for computation of discharge and reservoir storage from gauge height data. Maintains excellent working relationships with hydrography field technicians, hydroelectric plant operators, and related technical staff.
Utilizes geographic information systems and special-purpose modeling software to analyze watershed parameters required for snowmelt runoff models.
Develops customized reports on various data collected from systems/procedures; interfaces with regulating agencies regarding the data and issues surrounding the data filed to meet regulatory compliance. Conceives of new processes for calculating values and generating reports; utilizes state of the art programming languages such as Transact-SQL, SAP Business Objects, and C# to create tools.
Advises SMUD departments responsible for applying runoff data to forecast and plan hydroelectric generation; supports the outage management process with special analyses.
Provides support for SMUD’s water resources databases; ensures that the data archived by SMUD for its regulatory compliance is accurate and available to users; coordinates data import and export to and from databases. Initiates data processing enhancements and works closely with relevant SMUD IT departments to complete them.
Assesses the data collection equipment requirements for water measurement sites; recommends equipment for installation; works with appropriate staff to develop data collection site engineering.
Performs field investigations to take measurements and collect data for assigned projects; verifies existing configurations and conditions against documentation; conducts on-site visits to verify proper facility installations by contractors or SMUD personnel and to ensure conformity with applicable requirements. Assesses facility conditions, recommends improvements, and advocates for their implementation by engineering.
Coordinates operation of SMUD’s cloud seeding program; monitors weather forecasts and suspension criteria; prepares required reports.
Oversees and coordinates the operation and maintenance of the turbidity monitoring network; submits reports to State.
Promotes the safety and health of SMUD personnel by adhering to all SMUD policies and regulations on worker safety; adheres to safety guidelines in mountain and industrial workplace settings; establishes and follows safe stream gauge measurement practices and up-to-date operating procedures.
Plans, coordinates, prioritizes, monitors, guides, reviews and conducts work activities associated with department internal/external projects in accordance with established task objectives and schedules as outlined in the project plan/contract.
Performs related duties as required.
Required Education
BS degree from an accredited institution majoring in physical sciences, natural sciences, or engineering; or equivalent experience. If no degree, an additional four (4) years of relevant experience is required.Required Experience Qualifications
For the entry level: one year experience in the collection and analysis of environmental data is desirable.
For the journey level: three years of increasingly responsible relevant experience is required.
Knowledge Of
Principles, procedures and concepts related to hydraulics, hydrology, meteorology, power systems; standard procedures for measurement of discharge and stream flow record computation; regulations; external sources of data related to hydrographic activities and operations; principles of business letter writing and basic report preparation; principles and practices of various analytical approaches; principles and procedures of record keeping and filing; safety policies, practices and procedures; office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, and databases; English usage, spelling, grammar, and punctuation.
Skills To
Ensure that data are reliably and accurately collected as required by SMUDs license for operation of its hydroelectric system; provide oversight to contractors conducting stream gauging activities; utilize a personal computer and/or computer terminal, systems and software relevant to the job; maintain computer databases for collection, interpretation and reporting of data; analyze situations, documents and data for conformance to established policy and procedures; gather data from appropriate sources and identify relevant factors; interpret, analyze and apply pertinent policies, procedures, regulations and requirements; interpret, clarify, understand and analyze verbal/written information and ideas; schedule and prioritize own work assignments to meeting expected timeframes; communicate effectively orally and in writing internally/externally; establish and maintain effective working relationships internally/externally; compile and prepare technical, statistical and/or analytical reports and presentations.

Required Licenses/Certificates
