  The Opportunity

  Abt Associates seeks an Analyst to join a multidisciplinary team in supporting the U.S. Environmental Protection Agency in addressing emissions of hydrofluorocarbons (HFCs) under the 2020 American Innovation and Manufacturing Act. The successful candidate will support scientific, analytical, and regulatory projects focused on reducing HFC emissions and promoting climate-friendly alternatives.

  Core Responsibilities

  Engages with Environmental Protection Agency staff to develop and implement public policies to promote climate-friendly alternatives to hydrofluorocarbons (e.g., leading economic analyses of proposed rulemakings, including small business and environmental justice impacts.)

  Leads research and environmental analyses of climate-friendly alternatives for refrigeration, air conditioning, foams, and aerosol applications (e.g., developing industry profiles and market assessments related to HFCs in commercial use.)

  Supports data analyses, especially involving economic and chemical information (e.g., leading the collection and analysis of data on HFC production and use.)

  Develops tools, models, and other resources (e.g., developing content for communication and outreach materials such as webpages, fact sheets, and data visualization dashboards.)

  Applies quantitative and/or qualitative analysis techniques and methods.

  Manages tasks independently, delegating and reviewing work for accuracy, and quality.

  Collaborates with other Abt staff to support projects with the Environmental Protection Agency, and other federal and state agencies.

  What We Value

  Senior Analyst: Bachelor’s Degree + Five years of relevant experience or Master’s Degree + 3 years of relevant experience or PhD

  Associate: Master’s Degree + Seven years of relevant experience or PhD + Four years of relevant experience.

  Background in environmental sciences, chemistry, chemical or environmental engineering, public policy, or other related technical disciplines.

  Experience and interest in working on topics related to HFCs.

  Familiarity with key environmental policies and programs, such as the American Innovation and Manufacturing Act.

  Experience with part or all of the regulatory development process.

  Strong quantitative skills, including expertise with Excel and R. Qlik Sense ArcGIS, Drupal, Java, React a plus.

  Experience with Federal or State government a plus.

  Excellent communication and writing skills.

  This position offers an anticipated annual base salary range of approximately $69,111.30 to $146,254.01and may vary by ten percent depending on candidate geographic location. Salary offers are made based on internal equity and market analysis.
