  Housing & Dining Services

  Housing & Dining Services ( HDS ) is the largest department on campus with 450 full-time staff and 1,700 hourly and student staff, and nearly 8,300 students live on campus. HDS is responsible for the management, finance, administration, and program development of all University housing facilities, including residence halls, university apartments, and Mountain Campus.

  Housing & Dining Facilities is a work unit within Housing and Dining Services which provides care and stewardship for the 2.5+ million square feet of CSU’s living centers and dining facilities.   Position Summary

  The HVAC & Controls Manager provides supervisory oversight for all HVAC and BAS maintenance and repair activities through the direct supervision of six FTE . This position oversees the completion of all maintenance, repair, installation, and diagnostics for Housing & Dining HVAC and Building Automation Systems, as well as mechanical and controls equipment, components, and fixtures. Equipment maintained includes chiller systems, heating boilers, domestic boilers, water heaters, air handling units, ventilation systems, compressors, valves, and pipes requiring the ability to complete diagnostics and other systems tests, complete compressor replacements, read and interpret prints, as well as understand and respond to associated controls software.

  The position serves as a supervisor for six FTE and is responsible for assigning work, evaluating the quality of work performed, instructing, and training. Supervisory duties include accountability for the use of equipment, space, and resources, and the completion of performance planning. This position is accountable, including signature authority, for actions and decisions impacting pay, status, and tenure of employees. This position may be required to issue corrective actions and address grievances and other disciplinary actions.

  This position will have direct interface with customers (residents), HDS Facilities staff, and University Housing leadership. The position will assist, support, and lead staff in developing solutions, and outlining work plans for specified projects and/or maintenance functions as required. Furthermore, this position will be responsible for the completion of preventative maintenance tasks and subsequent reports; will also advise on potential failures and faulty equipment. The position will instruct all reporting staff on safety protocols and will review job plans for safe work compliance.

  This HVAC & Controls Manager position supports all in-house processes and coordinates work with other supervisory trades and positions and ensures that the work performed is done accurately, safely, and within specifications or standards. This may include requesting any needed code or print review. This position will have oversight on all work performed within the work unit. This position maintains a five-day work week position.

  Required Job Qualifications

  10 years of technical experience in HVAC & Controls.

  Two years experience in a leadership or supervisory role.

  Preferred Job Qualifications

  High School Diploma (or GED )

  Advanced BAS and HVAC experience within a school district, commercial campus, or University

  Demonstrated verbal and written communication skills.

  Experience maintaining, repairing, and trouble-shooting High Efficiency Boilers including domestic boilers.

  Experience maintaining, repairing, and trouble-shooting Chillers.

  Experience maintaining, repairing, and trouble-shooting Rooftop Heating and Cooling units.

  Experience maintaining, programming, repairing, and trouble-shooting a variety of Building Automation Control systems including the end devices it controls.

  Ability to utilize computers and other electronic mobile devices to manage work orders and communicate with team.

  Supervise full-time and hourly employees including responsibility for assigning work, evaluating the quality of work performed, instruction, and training.

  Establish performance expectations and monitor adherence to each.

  Serve as signature authority for employee use of sick, annual, and compensatory leave according to state, University, and department rules and policies.

  Serve as signature authority for actions and decisions that directly impact pay, status, and tenure of employees.

  Decide, lead, and sign mid-year and yearly performance plans and ratings for supervised employees.

  Resolve informal grievances, complete, and advise on corrective action and informal discipline.

  Develop short-term and long-term tactical and programmatic plans for residence hall maintenance, including preventive and reactive maintenance.

  Recommend budget and staffing patterns.

  Develop training and safety programs.

  Maintain, purchase, and distribute tools, parts, and equipment, as appropriate.

  Supervise, support, and lead staff in developing solutions and outlining work plans for specified projects and/or maintenance functions, as required.

  Duty/Responsibility

  Develop, implement, perform, and plan preventive maintenance programs for the following equipment: DDC and pneumatic building automation controls systems.

  Install, maintain, program, repair, and trouble-shoot a variety of Building Automation Controls and other specialized equipment for electronic monitoring, network communication, measuring and overall operation of building automation system controllers, extension modules, network automation engines and a variety of different types of controls hardware across multiple operating system platforms from different manufactures and protocols.

  Perform programing adjustments, calibrate, monitor and system updates by utilizing variety of proprietary software and platforms for Building Automation and Energy Management systems such as Innotech, Metasys, Samsung, Daikin, and Carrier as well as equipment specific and integrated local controls for proper equipment operation and preventive maintenance schedules.

  Create, utilize and/or adjust many variations of controls programming concepts and tools such as flow diagrams, ladder logic, integrated configurations, calendars, time delays, PID loops, comparators, digital and analog user variables, logic calculation, switches, input, and output blocks, etc. to initiate, maintain and monitor event procedures for equipment operation. Organize this programming to operate automatically under various conditions and/or seasons.

  Create, monitor, adjust and oversee Building Automation alarm systems and notifications distribution.

  Create, monitor and/or modify end user graphics in different automation software displays and versions.

  Install control and monitoring points and coordinate between field devices and automation software. Install low voltage wiring as needed and program as necessary.

  Utilize a variety of hand tools, power tools, electronic and mechanical measuring devices, and other specialized equipment in the performance of assigned tasks.

  This position is required to access a variety of spaces not limited to: basements, tunnels, crawl spaces, attics, chases, and roofs using stairs, ladders, lifts, scaffolds and other means to service or inspect equipment.

  Provides after-hours response support.

  Perform and document equipment-programing modifications, alarm programing modifications. Inspections, equipment meter readings, test results, and work completed.

  Prioritize future work necessary and prepare schedules for preventive maintenance using a variety of computer programs including, but not limited to maintenance work order inventory and ordering software, Excel, Work, etc.

  Prepare quarterly reports and formalize requests for funding for current and future system maintenance and improvements.

  Input data when new equipment is installed and delete information of obsolete equipment.

  Coordinate and assist the work of University approved subcontractors to provide BAS and mechanical related services when outsource contracting is necessary due to expertise, schedule conflicts or internal labor shortages.

  Prepare basic one-line plans and specifications, assist with coordination of documented quotes, follows project through to completion.

  Trouble-shoot hydronic and steam heating systems throughout HDS buildings.

  Moves, transports, stocks materials and tools necessary for the completion of tasks.

  Maintains tools, vehicles, equipment, and materials in a professional manner to promote safe and efficient completion of tasks.

  Learn, apply and demonstrate how to enter personal living space with an awareness/enforcement of privacy and discretion for residents and guests, dealing with living habits, state of undress, shyness, etc.

  Developing awareness/enforcement of student/guest behavior expectations, identifying “red flags” such as alcohol, drugs, fire alarms, unhealthy living conditions, etc. Remind the residents of personal safety (locking doors and windows, not to prop open exit doors, etc.)

  Have appropriate social interactions with residents and guests and be aware of their personal space, using appropriate communication and providing programmatic support.

  Clean up after construction projects.

  Use Personal Protective Equipment and safety procedures for the above tasks.

  Responds to plumbing and heating related emergencies, which may include on-site after-hours response in order to meet University, department or customer need.

  Provides after hours remote equipment manipulation support.
